From insults to conspiracy theories: How Erion Veliaj is defending himself

Communications experts see the insults and personal attacks against prosecutor Ols Dado and judge Erion Bani as an attempt by the majority to divert attention from the serious criminal charges against the mayor.

For weeks, using his Facebook page and a multitude of media outlets that distribute his messages without filters, Mayor Erion Veliaj has targeted Ols Dado, the prosecutor in the case against him and his wife.

Using insults and derogatory epithets, Veliaj has attempted to paint Dado as someone with personal enmity, or as connected to former Prime Minister Sali Berisha, and as incompetent. He describes the investigation as a meaningless and Kafkaesque process and himself as a victim of the entire process.

Veliaj also published a transcript of the court confrontation, in which, according to the Special Court, he put words into the mouth of prosecutor Dado that the latter had not said. In addition to Veliaj, media and publications close to him have distorted the prosecutor's biography, publishing alleged transcripts and the like.

For his part, Prime Minister Edi Rama, in recent public appearances, describes SPAK as a body of repression, which intimidates witnesses and violates human rights.

Meanwhile, even when referring to the accusations, the mayor, who has been in prison since February 10, suspected of corruption and money laundering, denies them a priori, accompanying his denial with a stream of insults and mockery of the prosecutor.

For communications experts, these ad hominem attacks on Prosecutor Dado, Judge Erion Bani, and the Court's SPAK are an attempt to divert attention from the allegations and evidence in the file, to create excuses for socialist supporters, as well as a display of shock and awe because their control has been challenged.

“The ad hominem attack on the prosecutor and the judge is the simplest form of defense,” analyst and writer Ermal Hasimja told BIRN.

"Despite having no legal effect, this attack aims to justify itself to Mr. Veliaj's supporters and voters," he added.

Along the same lines, Edlira Gjoni, a communications expert, adds that Rama and Veliaj found themselves faced with the fact that someone had challenged their power and dominance.

“This is a typical reaction of people who see power slipping from their hands,” she said.

"When a leader no longer has control over the narrative, he either spreads chaos or verbally radicalizes to maintain his support," Gjoni added.

Narrative for supporters

Rama's lengthy statements with accusations against SPAK and Veliaj's messages on social media, which have specifically targeted prosecutor Dado, are constantly accompanied by a stream of comments from supporters who strongly support these positions.

“Mendoj se kjo përdoret kryesisht me qëllim për të devijuar vëmendjen nga thelbi i akuzave dhe për ta zhvendosur debatin drejt betejës politike dhe morale,” tha Çela. “Qëllimi final është që ta paraqitë veten si viktimë e një komploti”, theksoi ai, ndërsa shtoi se kjo bëhet për të mobilizuar mbështetësit.

Të njëjtin qëndrim ka edhe analisti dhe shkrimtari Hasimja, i cili thotë se retorika e përdorur nga Veliaj dhe Rama nuk ka për qëllim të jetë mbrojtje juridike, por të furnizojë me argumente mbështetësit e tyre, të cilët do të përballen me pyetje mbi këtë çështje.

“Këtyre të fundit u duhen argumente të forta për një çështje me të cilën do të përballen eventualisht nëpër debate publike e private”, thotë ai.

Edhe Edlira Gjoni i sheh mesazhet e Veliajt si një përpjekje për mobilizim të mbështetësve dhe me mungesë të argumenteve logjike mbi çështjen.

“Veliaj, me sulmet e tij të personalizuara, është në modalitetin e ‘luftëtarit të rrënuar’, që kërkon të mobilizojë ndjekësit e tij jo me argumente logjike, por emocionale, me ndjenja paranoje dhe përndjekjeje – prandaj edhe bën krahasime absurde me Joseph K. të Kafkës”, thotë ajo.

Ajo thotë se Veliaj po përpiqet me çdo kusht, duke përdorur përqeshjen dhe thjeshtëzimin, të lërë jashtë diskutimit publik faktet e çështjes dhe 9 akuzat e rënda ndaj tij.

Pedagogu i komunikimit Roland Lami, po ashtu, shkruan në faqen e tij në Facebook se ka një përpjekje të organizuar për të hequr vëmendjen nga akuzat reale.

“I gjithë arsenali qeveritar, mediatik, pseudointelektual është i përqendruar në logjikën ad hominem kohët e fundit, në funksion të mbrojtjes së Veliajt, pra kush është prokurori Olsi Dado dhe jo çfarë akuzash ka ngritur ai ndaj Veliajt”, shkruan ai.

Lami thotë se gërmimi në të shkuarën e prokurorit, duke rrëmuar deri në detaje e tipare fizike të tij, është i qëllimshëm.

“Sa më shumë elementë kompromentues të natyrës etike, profesionale dhe morale që evidentohen, me të drejtë ose jo, aq më shumë viktimizohet Veliaj dhe delegjitimohet procesi gjyqësor”, shkruan ai.

Betejë për pushtet

For Edlira Gjon, besides trying to divert attention from the real accusations, Veliaj and Rama are trying to show that they are the ones in power. She says that Veliaj's arrest has shocked them because it has undermined the control they thought they had.

"Neither Veliaj nor Rama are seeking justice, but power. Or more precisely, the non-touching of power. They are shocked and cannot believe that someone dared not to take their position into consideration," she says.

According to Gjoni, this is the reason behind the attacks and the language used against SPAK, which appears as if it has made a mistake, is disoriented or incompetent.

"Rama, on the other hand, is using a more sophisticated strategy of discursive delegitimization. By calling SPAK's actions a 'momentary aberration' and playing with the idea of ??its 'dissolution', Rama is using language that presents justice as a problem that needs to be corrected, not as an independent power," says Gjoni.

According to her, this is not simply a legal battle, "but a battle for power dominance, hierarchy and control in public discourse."

Hasimja also sees the attack as an attempt that goes beyond targeting a prosecutor and is intended to reduce the credibility of justice institutions.

"While it is the right of Mr. Veliaj or Mr. Rama to express their opinion, the attack on the justice institutions naturally affects the functioning of the latter, reducing their credibility. It is something that a politician should not do," he says.

But Hasimja says that the attacks and rhetoric against SPAK have not worked.

“However, to date, these attacks appear to be unsuccessful,” the writer says. He adds that polls show citizens have confidence in the Special Prosecution Office and that the only thing left for Rama and Veliaj at this point is to mobilize the militants.

"The attack aims above all to maintain the cohesion and motivation of socialist militants and provide an alibi for Rilindja voters," he concluded. /Reporter.al
