Journalist Ola Xama told MCN TV how the Tirana incinerator concessionaire, led by Mirel Mërtiri and Klodian Zoto, operated with builders who were forced to deposit construction soil.

She said that they were terrorizing the builders and most of them paid in cash and by clearing.

" The Special Prosecution has only closed the first phase of the investigations into the concession. Mërtiri and Zoto were to take over the Tirana incinerator, after Elbasan and Fier. Around 128 million euros were to be invested, but 140 million euros have disappeared.

The investigation is very fragmented for the Tirana incinerator. For the first time, only 40 thousand euros were found in some documents while the rest have disappeared, less than in Mrs. Xoxa's safe. According to some calculations that I have made, Mirel Mërtiri and Klodian Zoto have prepaid themselves, for example to clean the smoke of the incinerator that does not exist. There are 23 million euros invested, and 56 million euros have disappeared.

Many transfers have been made to foreign banks, through the Albanian bank.

The land money was converted into cash and sent to Mirel Mërtiri in Vienna, for example, in 2023. A good portion of the land money was given in cash, without tax receipts or as a clearing in apartments.

The builders begged for clearance from Mërtiri and Zoto, but were refused. They even offered machinery for the incinerator. The builders were terrorized by the Mërtiri-Zoto duo.

"If they didn't pay, their contract would be terminated and then the municipal police and inspectors would come ," Xama said./ CNA
