The Heads of Government of the six countries of the Western Balkans signed the new agreement, as part of the Common Regional Market (CRM), for the recognition of the professional qualifications of nurses, veterinary surgeons, pharmacists and midwives, coordinated by the Regional Cooperation Council (RCC). - at the Berlin Process Summit, held yesterday in Tirana.

"The concerted efforts we have made towards the mutual recognition of a new group of professions, (taking it, today, to 7 professions), in full compliance with EU rules and standards, are a symbolic entry ticket to the market common. This could be a decisive step towards the recognition of professional qualifications with the EU. The next challenge is their implementation, and for this reason the countries must start the procedures as soon as possible so that the agreement enters into force immediately", said Majlinda Bregu, Secretary General of the Regional Cooperation Council. (RCC) at the Summit.

The signing of this Agreement comes one year after the signing at the Berlin Summit of the 3 movement agreements as part of the Common Regional Market. To date, for the 3 agreements, the one on freedom of movement with ID, on the recognition of higher education qualifications and on the recognition of professional qualifications for doctors of medicine, dentists and architects, only 4 out of 6 BP economies have completed internal ratification procedures.

 " This summit takes place in a global and regional context surrounded by strong tensions, which shock and humble us to the core. In such a context, our region is in great need of some positive news, such as the signing of this agreement, but also the reduction of roaming charges between the EU and BP, which came into force from this October. after almost a year since the signing of the EU-BP Roaming Declaration facilitated by the RCC and the European Commission", added Bregu.

Summit participants welcomed the entry into force of reduced internet roaming charges between the EU and the Western Balkans and commended the RCC for its coordinating role in the implementation of the CRM. They emphasized the importance of regional cooperation in the Western Balkans, stressing the importance of strengthening communication, transport, trade, energy and digital connectivity in the region, but also between the region and the EU. The leaders emphasized that it is necessary to further the implementation of the Common Regional Market, calling on the RCC, CEFTA and other regional organizations to start designing the next phase.

"We have rolled up our sleeves for the preparation of the new vision for the Common Regional Market 2.0, which will aim to intensify the integration between BP and BP in the Single European Market. BP cannot be integrated into the EU without greater support and impetus, especially in investments, for fulfilling the transition of the green agenda and the protection and appreciation of the beauties and potentials of our nature. In this global and regional context, finding this lesson seems challenging. However, the recently revived discussions about the completion of the "Union", an expansion process that will bring a common European future, is a good omen.

A people-centred Europe, adapted, reformed, and with our region aligned alongside it – is the best investment in peace and security for the entire continent and beyond. "RCC remains fully committed to continue the work, to prepare the region to be part of the EU, as well as to any positive development that comes as part of regional cooperation," concluded Bregu.

With the signing of this new mobility agreement, an obstacle to the free movement of labor is removed and now 7 professions can have automatic recognition of qualifications: Doctors of Medicine, Dentists and Architects, nurses, veterinary surgeons, pharmacists and midwives, improve access to the labor market and increase productivity. The agreement signed by the heads of BP yesterday in Tirana will, after the ratifications by each of the BB6 countries, enter into force on the thirtieth day after the filing of the third official notification of ratification.

Germany will welcome, next year, the Summit of Leaders in 2024, which coincides with the 10th anniversary of the Berlin Process./ CNA
