Sharra Landfill Reaches Maximum, Incinerator Requires Additional Space for Waste

Integrated Energy BV SPV SHPK, the company that holds the concession rights over the Tirana Incinerator, has requested a change in the conditions of the environmental permit as a result of expanding the capacity of the urban waste landfill after the capacity of the current cell has been exhausted.

In a document submitted to the authorities, the company admits that "due to the volume of waste deposited in the urban waste landfill (after the selection and pressing process), this landfill is nearing the end of its operation phase and the encapsulation phase of this cell will begin."

The company explains that in order to continue with the management of urban waste in the Tirana and Durrës Districts, the company "Integrated Energy BV SPV" Sh.pk proposes that the disposal of urban waste continue in the additional cell for the expansion of the capacity of the urban waste landfill (point 13) equipped with a type A Environmental Permit (PN-0762-08-2021), i.e. for the expansion of the capacity of the existing urban waste landfill.

"Surface area of ??the existing urban waste landfill (point 13): 17913 m2 Surface area of ??the additional cell for expanding the capacity of the urban waste landfill (for which this application is being made): 35415.1 m2. Total surface area (existing cell + additional cell) to be included in the revised environmental permit: 53328.1 m2. Capacity of the additional cell for expanding the capacity of the urban waste landfill (for which this application is being made): 28,728 tons of waste/day," the document states.

Tirana Incinerator

Currently, the company that administers the concession contract for the Tirana Incinerator is under seizure and has long been administered by an administrator from the Agency for the Administration of Sequestered and Confiscated Assets.

This decision came after the launch of investigations by SPAK into the 128 million euro contract, where investigations were conducted for several years that resulted in December 2023 with the issuance of 15 security measures for various persons involved in the Incinerator affair.

Part of the investigation was the granting of a bonus to the company that won the concession right and the uncertainty of the costs, the involvement of bribery and fictitious data regarding the feasibility study for this project. SPAK requested 4 years in prison for former minister Lefter Koka and the same for four other members of the commission.
