The member of the Presidency of the Democratic Party, Eno Bozdo, in a statement to the media, spoke about what Prime Minister Rama spoke at a conference held today on the business climate.

Bozdo described the conference as ridiculous.

According to him, the problem is the government and not the business, because with this government, unfortunately, we will see conferences like today's again, while the business climate will continue to deteriorate further.

The Prime Minister remembered today to talk about the business climate in Albania. In a meeting like we have seen for dozens of years, with the same scenario, where the prime minister speaks, promises, accuses the business and always, nothing happens, until the next meeting.

The truth is that in the last ten years, according to all international reports on investments and the business climate in Albania, as well as the reactions of the Foreign Chambers of Commerce, Albania has seen a continuous deterioration of the business climate. In April of this year, five foreign chambers of commerce addressed an open letter to the prime minister (for the first time ever), asking him for reforms to significantly improve the business climate in Albania. Today, in addition to the significant increase in bureaucratic procedures and the number of permits and licenses, above all, the corruption and arrogance of the inspection bodies has increased without limit, as well as the inability and indolence of the central administration to deal with real business problems in Albania;

During its governance in the years 2005-2013, the Democratic Party government undertook a major and very successful deregulation reform, the One-Stop-Shop for business registration and permits and licenses. Not only that, but in the last two years, the democratic government had successfully completed (leaving it ready on the table for the Rama government) the reform of Inspectorates or inspection bodies, a joint reform with the World Bank/IFC. Since this moment, not only has no reform in this direction been undertaken, but also the previous reforms, especially the reduction of permits and licenses, have taken big steps backwards. Therefore, while our neighbors have taken galloping steps forward, this lost decade is the total responsibility of the socialist government;

Në të njëjtën kohë, është qesharake të dëgjosh kryeministrin të flasë për prokurime publike dhe përdorimin në të të Inteligjencës Artificiale. Prokurimet Publike sot vuajnë nga korrupsioni ithellë. Rreth 30% e tyre përfundojnë me një garues të vetëm dhe rreth 50% e tyre janë me oferta tëbarabarta me fondin limit. Përdorimi i inteligjencës artificiale kur administrata është thellësisht e korruptuar është thjesht një qyfyre e radhës. Problemi pra është korrupsioni dhe jo elektronika.

Së fundmi, një komponent i rëndësishëm i klimës së biznesit është edhe niveli taksimit. Sot biznesi në Shqipëri taksohet në mënyrë direkte dhe indirektegati sa dyfishi i taksimit në vitin 2013, që është edheviti i fundit i qeverisjes së Partisë Demokratike.

Pavarësisht kësaj, të ardhurat e mbledhura tregojnë për informalitet të thellë dhe korrupsion të shtrirë kudo, në cdo nivel të qeverisjes. Instituti Ekonomik i Vjenës, në raportin e tij përpara disa ditësh, e cilëson Shqipërinë si vendi me informalitetin më të lartë në Rajon, gati dyfishi i informalitetit të vendeve të tjerat ë Rajonit. Kjo tregon qartë se problemi kryesor nuk janë bizneset që nuk paguajnë taksa, sesa qeveria që irrit taksat jashtë cdo logjike të tregut dhe konkurueshmërisë ekonomike rajonale, duke çuar kështu në rritje të detyrueshme të informalitetit fiskal.

Përfundimi: problemi nuk është biznesi, por qeveria! Dhe me këtë qeveri, për fat të keq, konferenca të tilla si kjo e sotmja do të shohim përsëri, ndërsa klima e biznesit vecse do të vazhdojë të përkeqësohet më tej!/ CNA
