Two minors lost their lives in a tragic accident in Durrës/ State Police

The Director of the Department for Public Order and Security at the State Police, Dhimitraq Ziu, issued a press statement today.

Ziu stated that a series of measures have been taken to prevent road accidents in function of the new road traffic system, to identify and punish violators of road traffic rules.

As a result, 22 speed cameras have been calibrated, and all Traffic Police structures have been equipped with drones, cameras, photographic equipment, and breathalyzers and drug testers.

Ziu also explained that on national road axes, Traffic Police Patrols will monitor traffic and identify violators through technological devices.

It has also been stated that when Police officers, when they identify and document with logistical means, aggressive behavior of vehicle drivers, they will act in accordance with the Highway Code.

In order to prevent road accidents, the Department of Public Order and Security, through the Traffic Police Directorate, has taken a series of additional measures in function of the new method of monitoring road traffic, for the identification and punishment of violators of road traffic rules.

In this context, 22 speed cameras have been calibrated, and all Traffic Police structures have been equipped with drones, cameras, photographic equipment, and breathalyzers and drug testers.

Police services on interurban roads, in accordance with the telegram of the Director General, in order not to stop vehicles on interurban roads without cause, i.e. on national road axes, will continue to monitor traffic through logistical equipment and mobile patrols, and violations found by logistical vehicles will be verbalized in administrative measures, which will be reflected in real time in e-Albania.

Traffic Police patrols on national roads will intervene when they observe aggressive behavior on the road, consecutive overtaking, wrong maneuvers or speeding two to three times, which are a potential risk for involvement in road accidents.

At the same time, cooperation will be established with the National Traffic Monitoring Center, in order to pass on the violations found to the Traffic Police, to complete the administrative measures.

Regarding urban centers, Police services will continue with control groups for alcohol tests, speed checks, wrong overtaking, failure to give priority to pedestrians, use of mobile phones and seat belts.

Njëkohësisht, parkimet e gabuara do të jenë në qendër të vëmendjes, duke përdorur edhe mjetet ngritëse për parkimet në korsitë e dedikuara, ku bllokohet lëvizja e lirë e automjeteve apo e këmbësorëve.

Janë analizuar të gjithë treguesit e performancës për 4-mujorin e vitit 2026, krahasuar me 4-mujorin e vitit 2025. Pavarësisht se ka një përmirësim të lehtë, përsëri sjelljet agresive në rrugë duke shkaktuar aksident me pasojë humbjen e jetës apo plagosjen, janë shumë shqetësuese.

Nga analiza e bërë rezulton se dinamika dhe shkaqet e aksidenteve, janë pothuajse të njëjtat si për 4-mujorin e vitit të kaluar.

Përgjatë këtij 4-mujori, si rezultat i monitorimit të qarkullimit, janë arrestuar 1009 drejtues automjetesh, për drejtim mjeti në gjendje të dehur dhe/ose pa leje drejtimi.

82 100 drejtues automjetesh janë ndëshkuar për shpejtësi mbi normat e lejuara, që varojnë nga 20 km/orë mbi normën e lejuar deri në trefish të normës së lejuar.

815 drejtues automjetesh nuk kanë asnjë pikë në lejen e drejtimit dhe do t’i nënshtrohen testimit nga e para.

27 000 drejtues automjetesh janë ndëshkuar për parakalime të gabuara, rreth 60 000 drejtues mjetesh për drejtim mjeti pa rrip sigurimi, duke përdorur celularin apo për drejtim motomjeti pa kaskë mbrojtëse.

160 000 masa administrative janë vendosur për parkime të gabuara dhe 85 000 për shkelje të ndryshme.

Sipas statistikave, dallohet qartë se numri më i lartë i aksidenteve me pasojë ka si shkak shpejtësinë dhe më pas vjen sjellja e këmbësorëve, 33% e viktimave janë këmbësorë, drejtues motomjetesh dhe biçikletash.

Të gjithë treguesit e 4-mujorit të këtij viti tregojnë se ka rritje të evidentimit dhe ndëshkimit të drejtuesve të automjeteve që shkelin rregullat e qarkullimit rrugor.

Njëkohësisht janë evidentuar drejtuesit e automjeteve me shkelje të përsëritura dhe iu është kërkuar strukturave të Policisë Rrugore, që të marrin masa të menjëhershme për monitorimin dhe mbajtjen në kontroll të vazhdueshëm të këtyre drejtuesve, që janë shkelës të përsëritur të rregullave të qarkullimit, me pasojë për jetën dhe shëndetin.

Nisur nga perceptimi i gabuar në publik, se drejtuesit e mjeteve nuk do të ndalohen nga patrullat, sqarojmë opinionin publik dhe përdoruesit e rrugës se:

Detyrat e vendosura në Telegramin nr. 3707, datë 10.04.2026, të Drejtorit të Përgjithshëm të Policisë së Shtetit, “Mbi marrjen e masave për garantimin e qarkullimit të pandërprerë të mjeteve”, kanë të bëjnë me mosndalimin e automjeteve në akset rrugore nacionale, pa shkak, duke krijuar imazh të keq.

Në akset rrugore nacionale, Patrullat e Policisë Rrugore të monitorojnë qarkullimin dhe të evidentojnë kundërvajtësit rrugorë nëpërmjet pajisjeve teknologjike.
Punonjësit e Policisë, kur evidentojnë dhe dokumentojnë me mjete logjistike, sjellje agresive të drejtuesve të automjeteve, do të veprojnë në zbatim të Kodit Rrugor.
