"There are still obstacles, but we will avoid them," EU foreign policy chief Josep Borrell said after the meeting of EU member states' foreign ministers, without elaborating.

Borrell said he expects a deal to be reached within days. Senior EU officials told the Reuters news agency that most of the draft had been approved.

However, there are still disagreements regarding the classification of hydrogen produced with the help of atomic energy and hydrogen produced through renewable energies.

Noncompliance for nuclear power

France has long supported nuclear energy as a way to generate electricity. Official Paris therefore wants hydrogen produced from the use of nuclear energy to be included in the EU's targets.
