Territorial reform has failed. According to the data that Merita Toska, Co-Plan expert, stated today during a meeting on this issue, it turns out that the municipalities have low financial autonomy.

"Municipalities on average in 2021 managed to collect only 28.8% of total revenue. 85% of this from property tax. 55% of municipal revenues were collected only by Tirana municipality. Looking at the data, municipalities have low financial autonomy. On the other hand, expenses have an upward trend. The structure of expenses is dominated by concrete expenses (wages and operating payments) and 25% capital expenses. The investments of the municipalities with their own funds have suffered a reduction, reaching 0.6% of the total GDP", said Toska. /CNA.al
