The General Director of the State Police, Muhamet Rrumbullaku, has sent a letter to the Minister of Justice, Ulsi Manja, where he has asked him to take DNA samples of all the convicts who will benefit from the amnesty.

In the letter sent on November 24, 2023, addressed to the Ministry of Justice and the General Directorate of Prisons, Rrumbullaku requests the cooperation of these institutions in order to obtain samples for every convict or pre-detainee who benefits from the amnesty, before the latter leave the cells.

"Given that the Ministry of Justice is planning an amnesty scheme, cooperation is needed to take DNA samples of prisoners who will benefit from this amnesty in all prison institutions" , it is said in the request of the head of the State Police. The police chief expresses his willingness to provide groups of experts and buffers to make this process possible. The General Directorate of Prisons is expected to forward this letter to the institutions serving the sentence throughout the country, in order to complete the process before the implementation of the amnesty, which is expected to benefit 600 convicts or detainees.

The DNA profile is irrefutable scientific evidence of guilt for persons who commit a criminal offense and can leave a biological trace at the scene. Having a DNA database in the state police file helps the latter to compare genetic profiles and, on their basis, identify suspected perpetrators of serious crimes." , says the letter./ CNA
