According to her, at the core of the scandal was the denunciation of sexual harassment that regularly occurred in the office of the mayor of Kukes. Despite the fact that the images showed that Alma Kaçi had gone beyond the limits of the profession, she remained until the end with the alibi that she set out to denounce Gjici, but events took a different course.

The truth that the prosecution has discovered seems to be neither with one nor with the other. At least from what was understood in the first session of the process that took place in the Special Court in Tirana, when the prosecutor showed what he had discovered.

First, it must be said that the initial motive for which Alma Kaçi had contacted the mayor of Kukes was a possible service for Fiks Fare. She has accepted the cooperation with the investigative show on Top Channel, calling herself an undeclared journalist of the show, who had also participated in other investigations.

On Kaçi's phone, the prosecutors found, among other things, her conversations with "Fiks Fare" journalists, where they talked about filming with Gjici. According to SPAK, the filming was done voluntarily by the woman in order to document it.

But the preparation of the denunciation material seems to have been the aim of the first meeting. When she sniffed that there might be benefits to her relationship with the mayor, she deviated from her original mission and decided to go further. In the second meeting at the mayor's office, Alma Kaçi went to the end of the role she took as a tender hunter. Not only did he have oral sex with Gjici, but he continued the conversation with him to set up a shelter for street dogs for the benefit of the mayor, continuing the meetings with the deputy mayor.

The only mistake he made was that he also filmed himself on the second date.

Secondly, the prosecutors have Alma Kaçi's answer to a big question mark of this story: How was the footage that compromised not only Safet Gjici, but also Alma Kaçi, distributed?

The woman said that the footage was distributed after Abedin Oruçi, the former head of the Kukës district, forcibly took the USB where the footage was. It remains unanswered why Alma Kaçi contacted the person who was known for an old conflict with Safet Gjicin? Did she try to get money in exchange for footage?

There is an old clash between Safet Gjic and Abedin Oruç. About 4 years ago, the two men were involved in a fight, after Oruçi claimed that he had paid off the obligations to the municipality for a hotel he owned, while the municipality had found part of the illegal construction.

When the police went to arrest him at his hotel in Kukës in 2021, Abedin Oruçi pointed a gun at the officers, but did not shoot them. He was able to escape them by running away. The file was closed a few years later.

From 2015 to 2019, Abedin Oruçi was the head of the Kukës district, representative of PDIU.
