For several weeks, CNA has launched an investigation into the head of the Municipality of Tropoja, Rexë Byberi, who has been denounced several times for favoritism with tenders.

We started the investigation after a denunciation arrived at the CNA newsroom, where a citizen of Tropoja accused the head of the municipality, Rexhe Byberi, that by his order a payment was made for a tender for the construction of bridges in the area for works that were not carried out .

From the verifications that we did, it is about the tender won by the company "Rroku GUEST LLC", with the object "Construction and reconstruction of bridges, Municipality of Tropoja" worth 191,832,38 Lek including VAT. According to the contract, this company would have to complete the project 6 months from the date of its delivery.

Rexhe Byberi is accused that for a record period of 25 days the winning company completed 75% of the contract and for this Rexhe Byberi did not hesitate to pay.

CNA contacted Tropoja Municipality officials several times, from whom we asked for official information regarding this tender. For several weeks we have not received an official answer, even though we were told by the employees that we would receive the answer by e-mail.

Meanwhile, CNA has learned that SPAK has launched investigations into this tender and has requested official information or official documents from the Tropoja Municipality.

CNA has tried again to communicate with the municipality officials, but they are not answering our phones.

Charges for the tender:

On December 29, 2023, only 25 days after the signing of the contract, which was signed on December 12, 2023, the winning company sent the invoice for the liquidation of 75% of the works performed, and the funds were transferred on January 29, 2024, according to data from treasury branch.

According to the whistleblower, the economic operator "Rroku Guest shpk" was unable to carry out the works on these bridges during this period as there are other contracts for projects in which they have installed machinery and equipment.

He emphasizes that this company does not have the capacity in terms of workers and machinery to pursue several projects simultaneously.

"At the same time when the operator "Rroku GUEST shpk" was liquidated the value of 75% of the contract with invoice no. 39 dated 29.12.2023 from Tropoja Municipality, just a few days after the conclusion of the contract for bridge construction with Tropoja Municipality, this operator had and four contracts related to other institutions in the process of implementation and with a shorter term than in the Municipality of Tropoja. The question is how this operator managed to carry out the works in the Municipality of Tropoja, in 25 days he built 18 bridges, while he was with workers and machinery distributed in several institutions?", says the whistleblower./ CNA
