In the framework of the development of the "Giro d'Italia 2025" activity, which includes three stages within the territory of our country, on May 9, 10 and 11, 2025, specifically in the cities of Durrës, Elbasan, Tirana and Vlorë, the State Police has drafted a detailed plan of measures for the management and security of road traffic, guaranteeing public order, as well as for the continuation of sporting activities in accordance with international standards.

The main measures taken include:

1. Temporary blocking of the road axes included in the race itinerary for each stage, according to a technical report previously approved by the race organizers, which provides that these two axes (must be free no less than 2 hours before the race starts), as follows:

o Durrës–Elbasan–Tirana (First stage, on 09.05.2025). The race starts at 13:10, in Durrës and ends at 17:30, in Tirana.

a). Blockage of urban roads in Durrës

On 08.05.2025, 07:00 until 09.05.2025, 14:00, there will be a restriction on vehicle parking in the following segments:

• “March 91” Street;

• “Taulantia” Road (segment from the former Volga to the “Arvi” hotel);

• “Anastas Durrsaku” Street (from the former Volga to the “Gjergj Kastrioti” high school);

• Castle Street (segment from the “Old Mill” cafe to “Sotir Noka” street)

Also, on 08.05.2025, from 07:00 to 18:00, there will be a ban on parking vehicles in the public parking lot of the "Taulantia" promenade (behind the "Piazza" restaurant).

On 09.05.2025, there will be a parking restriction from 05:00 and traffic restrictions from 11:00-14:00, on the race route, as follows:

• “March 91” Street;

• “Egnatia” Street (segment from the Orthodox church roundabout to “Taulantia” Street-“Arvi” Hotel);

• Venetian Tower - “Epidamn” Boulevard - “Lira” Square - “Aleksander Goga” Street (up to the Mausoleum of the Martyrs);

• Martyrs' Street – “Adria” Street – Dajlan Bridge – “Independence” Street – Cavalry Channel (Ministry of Defense);

• New port road

b). Blockage of interurban roads:

There will be a road closure on the following road axis: "Plepa - Bishti i Zhurit - Peqin-Bradashesh -Gracen", from 11:30 to 15:30 (on the axes when the group of competitors passes, the road gradually opens on the side that the route is described and not on the opposite side).

c). Blockage of urban road axes in Tirana.

Traffic will be stopped two hours before the competitors pass along the entire route of the first stage.

(Emergency vehicles are an exception).

The blockade begins from 1:00 PM to 6:00 PM on 09.05.2025, along the entire itinerary of the first stage, at:

• Road “SH3” (Gracen village to the TEG roundabout);

• TEG roundabout to Sanatorium roundabout;

• “Elbasani” Street,

• “Bajram Curri” Boulevard;

• “Ali Shefqeti” Street;

• “Alajdin Frashëri” Street;

• Rexhekri Street;

• Muhamet Deliu Street to the Fresku roundabout;

• “Sotir Çaci” Street;

• “Xhanfize Keko” Street;

• “Architect Kasemi” Street;

• Boulevard "Zhan D'Arc";

• “Martyrs of the Nation” Boulevard;

• Inside the former Republican Guard.

• The segment of the road behind the Palace of Culture

• “Martyrs of February 4” Street,

Residential blocks with limited access, dated 09.05.2025:

The residential area on the connecting streets with "Papa Gjon Pali" street does not have access to exit during the hours of 13:00–18:00 (The streets are: "Dervish Hima", "Asim Zeneli", "Themistokli Gërmeni", "Ismail Qemali", "Mustafa Matohiti", "Jul Variboba" and "Fatmir Haxhiu").

-The New Bazaar area, “Hoxha Tahsim”, does not have access to connect to the “Jean D'Ark” boulevard, but only has access to the Dibra road - Pharmacy 10 and the exit to the eastern highway.

-The city area "Studenti", Higjiena, Ballet School, Ish-trëgu elektrik and "Ali Demi" have access to exit on "Pasho Hysa" street and "Pjetër Budi" street, which have access to "Agush Gjegjevica" street, which has exit on the eastern ring road.

-The Kodra e Prifti area has no access to exit the perimeter, after the road axis was blocked (during the hours of 1:00 PM - 6:00 PM).

-The area of ??New Tirana and Blloku has exits to "Kristo Luarasi" street, the lake dam and exit to Selita.

-The area of ??"Myslym Shyri" Street, Kavaja Street will have access exits to the embassy street, towards Zogu i Parë Boulevard and "Mine Peza" Street.

o TIRANA-TIRANA (Stage II, dated 10.05.2025), time trial.

From 08:00 to 11:00 there will be limited movement and no parking will be allowed on the following road segments:

"Black Bird" and on the itinerary Durres Street, "Fortuzi" Street, "Dervish Hatixhe" Street, Barricade Street, the street behind the Palace of Culture (the team accommodation location).

Prohibition of vehicle traffic, with the exception of emergency vehicles and State Police, from 10:00 to 18:00 on 10.05.2025, along the entire itinerary of the second stage, in:

• “Skenderbeg” Square;

• “Uran Pano” Street;

• “Dedë Gjo Luli” Street;

• “Ibrahim Rugova” Street;

• “Martyrs of February 4” Street;

• “Gjergj Fishta” Boulevard;

• “Muhamet Gjollesha” Street;

• “Bajram Curri” Boulevard;

• “Ibrahim Rugova” Street;

• “Lek Dugagjini” Street;

• “Dervish Hima” Street;

• Elbasan Road - Sauk Roundabout;

• “Abdyl Frashëri” Street;

• “Zogu I” Boulevard to “Fortuzi” Street;

• The street behind the Palace of Culture, for the purpose of parking vehicles available for the event.

Residential blocks with limited access on 10.05.2025:

- The residential area on the roads connecting to “Papa Gjon Pali” Street does not have access to exit during the hours of 10:00–18:00 (The streets are “Dervish Hima”, “Asim Zeneli”, “Themistokli Gërmeni”, “Ismail Qemali”, “Mustafa Matohiti”, “Jul Variboba” and “Fatmir Haxhiu”);

- The block on "Free Ukraine" street has no access to exit during the hours of 10:00-18:00

Traffic diversion orientation for 10.05.2025:

- The New Bazaar area, “Hoxha Tahsim”, does not have access to connect to “Jean D'Ark” Boulevard, but only has access to the Dibra-Farmacia 10 road and exit to the eastern highway, as well as crossing the Barricade road.

- The part of Kavaja Street and “Myslym Shyri” Street is connected to the New Tirana area, only through “Dritan Hoxha” Street, to the New Ring Road and vice versa.

- The Studenti, Higjiena, Ballet School, Ish-trëgu elektrik, “Ali Demi” city areas have access to exit on “Pasho Hysa” street and on “Pjetër Budi” street which have access to “Agush Gjegjevica” street, which has exit to the eastern ring road. They also have access to the Shkoza district and the Kodra e Prifti area.

o VLORA–VLORA (Stage III, dated 11.05.2025).

On 10.05.2025,

• Parking ban on vehicles in the main square (beginning of Longomare), starting at 3:00 PM until 6:00 PM on 11.05.2024.

• Parking is prohibited in the field in front of the Marina school, from 3:00 PM to 5:00 PM on 11.05.2025.

• Parking of vehicles is prohibited from 14:00 to 23:00 on 11.05.2025, on the streets “Veledin Kollozi” and “Anita Bitri” (diversion to “Gjergj Kastrioti” boulevard), the axis “Rrethi i Skelës – Kruqëzim i Aleksandrësi” (diversion to “Kosova” and “Perlat Rexhepi” streets), the street “Perlat Rexhepi” and the axis “Bolv-Oil” – “Kruqëzim i Unazës”.

• Parking of vehicles is prohibited from 22:00 on 10.05.2025 until 22:00 on 11.05.2025, on “Hajredin Haxhiraj” street and the intersection of “Onufri” street with the boulevard intersection (The diversion is on “Pilo Bregu” and “Fiqerete Musta” streets).

• Parking and standing of vehicles is prohibited on the “Sheshi i Madh” axis – “Shavban Demiraj” street intersection, from 05:00 -15:00 and traffic starting from 07:00 - 14:15.

• Vehicle and pedestrian traffic is prohibited from “Rrapi”-Lungomare-main boulevard “Ismail Qemali” - New Street - Pusi Mezinit, from 11:00 to 13:30 (Alternatives will be from the “Zenel Murra” central road and the Transbalkanike road).

• From 11:00 to 14:00, and from 15:00 to 19:30, the Rrapi - Lungomare-main boulevard "Ismail Qemali" to the "Ali Demi" school will be blocked. (The accessible roads will be the same as those mentioned above).

To get to the port of Vlora, the Trans-Balkan road will be used, which will be accessible at all times by vehicles and citizens.

Likewise, the road leading to the hospital, in cases of emergency, from 11:00 to 13:30, will be accessed through:

- Transbalkan Road - Officers' House at the chapel, in the direction of the Vlora regional hospital;

- the rest of the city, from the Mezin well - the new road - the chapel, towards the regional hospital;

- Cold water - Power plant - Cement factory, via Kuzumbaba - Vlora municipality and regional hospital.

Blockage of interurban roads:

For routes from Vlora, towards the villages of the Vlora river, the Vlora river road can be used until 11:00 and after 14:30 (from 11:00 to 14:30 this route is blocked for traffic).

For the axis from Qeparoi, towards the villages of the Vlora river and the city of Vlora, this road axis can be used until 10:30 and after 15:45 (in the interval 10:30 to 15:45 it is blocked for traffic).

For the axis in the direction Vlorë-Himarë to Qeparo, the axis is free until 12:30 and after 17:30 (the road is blocked and inaccessible from 12:30 to 17:30).

The "Qeparo-Himarë-Vlorë" axis is free until 13:30 and after 16:00 (the road is blocked and inaccessible from 13:30 -16:30).
