VIDEO/ Controversy in Egnatia-Elbasani, the Arbitration Sector in the Albanian

The Arbitration Sector at the Albanian Football Association (AFHA) would like to clarify the episode of the 90+9′ minute in the match Egnatia – AF Elbasani, held on August 30, 2025, valid for the second week of the Abissnet Superiore.

According to the current wording, Rule 14 – Penalty kick:

• A teammate of the player taking the penalty kick (attacker) is only penalised for an offence if:

* the offence clearly affected the goalkeeper; or
* the offending player plays the ball or challenges an opponent for the ball and then scores, attempts to score or creates a scoring opportunity.

• A teammate of the goalkeeper (defender) is only penalized for a violation if:

* the offence clearly affected the kicker; or
* the offending player plays the ball or challenges an opponent for the ball and this prevents the opponents from scoring, attempting to score or creating a chance.

In this case, the defending player entered the penalty area before the ball was kicked, but did not prevent the goal, so it is not considered an infringement. Meanwhile, the attacking player, who also entered the penalty area before the ball was kicked, attacked it and scored a goal. Based on the above rules, the infringement caused by the attacking player causes the goal to be disallowed and play to be restarted with an indirect free kick.

Restarting play when the offence is committed by attacking players:
If no goal is scored and there is then an impact from the attacker, the referee restarts play with an indirect free kick.
