Shkodra Farmers: We Don't Have Ownership Certificates

Many farmers cannot benefit from the national schemes of the Ministry of Agriculture because they lack a certificate of ownership. Although the procedures for issuing the act of taking agricultural land into use were approved five years ago, this process remains unfinished for thousands of farmers.

" The lack of ownership certificates is a big problem for us. Those who do not have ownership cannot benefit and this is worrying. It is imperative that the state find a solution to this problem that has been going on for years and penalizes us ," said the farmer.

" I have land for rent but for part of that land there is no ownership document and in this way I cannot benefit fully and this penalizes me a lot. Another problem is the low prices in the market. We get tired and work hard and then we have to sell them at very low prices. There is also no organized market, we have to provide the market ourselves ", said another farmer.

" The lack of ownership certificates is a big concern. It is an old problem that is not being solved. We have addressed it for a long time and now the government must find a solution to this issue. Farmers in Puka have benefited more from various associations than from the investments that the government provides for farmers because they do not have ownership. It must be solved ," declared the deputy mayor of Puka Municipality.

" For Vau Dejës, the lack of ownership is also a big problem. In many villages there, farmers are very hardworking, but some of them do not have ownership documents, which brings them difficulties because they cannot benefit. The government should provide a solution through mortgages so that farmers can then develop properly and benefit ," said the head of Agriculture of the Vau Dejës Municipality.

The lack of ownership certificates is a problem inherited over the years that penalizes farmers for benefiting from subsidies but also for expanding their activities.

At the regional level, over 15 thousand farmers in Shkodra are not included in the subsidy schemes, due to the lack of AMTP or ownership certificate, documents that remain a necessary condition to benefit from financial assistance from the state./ CNA
