May 11th Elections/ 20 Violation Reports Submitted to the CEC

The State Election Commissioner, Ilirjan Celibashi, evaluated today during a public session the monitors' reports for the monitoring period April 6-April 12, 2025.

During this period, 20 violation reports were submitted by campaign monitors for the municipalities of Tirana, Kamëz, Peqin, Kukës, Lushnje, Gjirokastër, Shijak, Korçë, for propaganda materials placed without the note "Produced under the legal responsibility of the electoral subject, in violation of article 79, point 3 of the Electoral Code."

The Commissioner decided to give 24 hours to electoral subjects to place the relevant marking, and in case of failure to fulfill this obligation by the subjects, he ordered the Municipal Police to remove the propaganda materials.

At the end of the review, the CEC decided to initiate an administrative review against:

1. State Agency for Support and Development of Startups;

2. Regional Directorate of Cultural Heritage Gjirokastra;

3. Lezha Municipality.

An amendment to Decision No. 351/2025 of the State Election Commissioner "On the designation of vote counting locations for the Assembly elections of May 11, 2025" was approved.

The approved order provides that each CEAZ, by special decision, appoints as Security Coordinators two members of the Voting Center Commissions for each VC location, in accordance with the instructions approved by the CEC, who are proposed by one of the main parliamentary majority parties and the other by the main parliamentary opposition party.

The CEAZ compiles and sends to the CEC and the State Police the list of names of Security Coordinators, which contains: name and surname, VC number/s and location, as well as personal contact number.

Coordinators will continuously monitor the external areas of the VC, including courtyards, entrances, and the 150-meter perimeter.

The order approved today addresses concerns raised by OSCE-ODIHR, civil society organizations and the media in past elections, regarding the presence of unauthorized persons near polling stations on election day. /CNA
