DP has denounced the next theft with the tenders for "5 Maji", "Dibrës", "Njazi Meka" and "Abedin Cici" streets.

Klevis Balliu, in a statement to the media, said that the tender in question is the next "hit" that has been made to the company "Shkelqimi 07".

Balliu in his statement underlined that this company belongs to Agron Kapllanaj, a deputy who received the votes of Mallakastra's democrats, but does Alibasha's work and cleans Rilindja's money.

The next theft scandal of the municipality of Tirana is the tender with the object: "Rehabilitation of the roads 5 Maji - Dibre - Njazi Meka - Abedin Cici". In the said tender, the next "goka" was given to the company "Shkelqimi 07". This company belongs to Agron Kapllanaj, a deputy who received the votes of Mallkasatra's democrats, but does Alibasha's work and cleans Rilindah's money.

According to the Bulletin of the Public Procurement Agency, on March 20, 2023, i.e. two months from the date of the opening of bids, the Municipality of Tirana has announced the winner of the firm of Kapllan Pasha of Alibasha. By disqualifying some offers which were in monetary values ??several times lower than "Shkelqimi 07".

The Municipality of Incineration, as a criterion for disqualification of offers lower than that of Kapllanaj, brings out the fact that they have staff engaged in other contracts. This criterion does not affect Kapllan Palatin, whose signature in the same Bulletin, is proven as the winner in the Memalia Service Directorate for the tender with the object: "Reconstruction of the road from the national road to the village of An Vjosë".

Likewise, in flagrant violation of the criterion that Tirana Municipality sets, in the same Bulletin, "Shëlqimi 07" has signed a contract with the Berat Municipality Public Services Agency for the "Asphalt Purchase" facility.

There are clearly two standards in the evaluation of participating offers, but the billion-lek tender must be won by "Shkelqimi 07", because the party needs it, not only as a financier of Alibasha, but also as a financier for his campaign.

Referring to the above, since the Public Procurement Agency does not take any measures to exclude the company and oligarch "Shkelqimi 07" Shpk from all public procurements for 3 years, because it has won all the tenders, especially the above contract, under fraud, because it presents the same employees in all the contracts and tenders where the contracts are signed, given that the Tirana laundromat in complete violation of the Public Procurement Law will not know about the law or anything, given that the Evaluation Commission of Offers and especially the Directorate of Procurement of the Municipality of Tirana are not afraid of the law, PD makes public this corrupt affair, with the consequence of the theft of public money.
