Minister of the Interior, Ervin Hoxha

The Minister of the Interior, Ervin Hoxha, announced today that the process of preparations for the May 11, 2025 parliamentary elections has entered the active phase. D

The Ministry confirmed that 3,721,116 citizens have the right to vote, of which 50.5% are men and 49.5% are women.

Minister Hoxha mentioned several key points for guaranteeing a fair and comprehensive process:

"The Ministry of the Interior has officially started the process of preparations for the parliamentary elections of May 11, 2025, by publishing the first extract of the electoral list, in full compliance with the legal provisions and standards of the Electoral Code.

According to data from the General Directorate of Civil Status, 3,721,116 citizens enjoy the right to vote.

Among them, 50.5% are male voters and 49.5% are female.

Up to this moment not included in the list are 4,536 citizens, who are over 100 years old, who reach or have reached this age by May 11, 2025. To ensure the right to vote, these citizens must appear at the Civil Status offices , to be included in the list of voters.

Currently, the total number of polling stations within the limits is 5,050. Taking advantage of this communication, I invite the mayors to engage in decision-making for the voting centers that are outside the limits, with more than 1 thousand voters or less than 300 of them.

Also, in this context, the Ministry of the Interior and the Ministry of Justice have approved a joint act, to clear the lists of citizens who are excluded from the right to vote by the Law on Decriminalization, as well as the opening of voting centers in prison institutions. .

For the first time in the history of parliamentary elections in the country, the electoral lists will include two categories of voters:
- Voters who live inside the country;
- Voters living abroad, this preliminary list will be public on March 9, 2025 and every citizen will have 48 hours to express their will finally whether they want to vote inside or outside Albania.

This step represents a historic moment for Albanian democracy, offering the opportunity for the diaspora to exercise the right to vote, regardless of where they live and work.

January 11, 2025 marks the beginning of the process of registering voters outside Albania for the Elections for the Assembly of Albania on May 11, 2025. Registration will be done through the Electronic Platform for the Registration of Voters from Abroad, which can be accessed from the application CEC.

For registration, an electronic device is needed for verification through facial photography for PER registration and scanning or photographing the identification document and other address declaration document. Therefore, it is very necessary and I appeal to every Albanian citizen living abroad to renew their identification documents, having at least one of them valid during this process.

For several weeks, the instruction has been approved that allows the application even for an identification document at our consular offices.
The Ministry of the Interior, in cooperation with the relevant institutions, has taken all measures to ensure that this process takes place in a fair, transparent and accessible manner for our citizens outside the borders.

In order for the process to be safe and comprehensive, citizens are invited to verify their personal data in the election list:
- Online, through the e-Albania portal;
- Physically, near the administrative units where the lists are posted.

Any citizen who encounters problems or uncertainties can contact the "Albania We Want" co-governance platform.

The General Directorate of Civil Status has started the process of verifying and updating electoral lists, in order to guarantee an accurate and comprehensive final list.

The vote is the most powerful weapon of democracy, and guaranteeing access for every Albanian citizen, inside and outside the country, remains our main priority.
The Ministry of the Interior, the General Directorate of Civil Status and the state company for the production of identity documents "IdentiTek" are fully committed to complying with all standards and legal obligations in the preparation of this very important process for the future of the country."
