The Prime Minister of Albania is suspected of signing a forged decision

Prime Minister Edi Rama is suspected of having signed a forged decision of the Territorial Agency (AZHT) which they have placed on the table the president of AZHT Adelajda Roka and the deputy prime minister Belinda Balluku. The decision refers to the repeal/abrogation of the development permits of some of the most important projects in the country, where the list includes the Kukes Airport and the Port of Limion.
The capture of this document was an accident, a coincidence, but let's tell the story as it began.
In December 2024, an international company, a leader in civil aviation security, evaluated the possibility of operating in Albania.
For this reason, the international company asked the Albanian partners to do "due-diligence" and feasibility for the status and opportunities offered especially by Vlora and Kukës Airports.
The Albanian partners hired experienced engineers and specialists to draft the report.
But as soon as the engineers started work, they faced a strange problem.
It turned out that the development permit of Kukes Airport was completely revoked, through an unknown decision of the AZHT, where the cancellation of this airport's permit was done together with the cancellation of 6 other permits for resorts and buildings, all grouped in what was called "List 1" of the decision.
It is about this decision with No. 11 of the AZHT (click here) that was announced on May 29, 2024.
But although this decision was announced on May 29, even listed in the electronic archive for the month of May 2024 on the AZHT website, its content suggests that the decision was signed by the president of AZHT, Adelajda Roka, on October 28 2024. So the AZHT conceived and signed a decision on October 28, which it then presented as the May decision.
This trick is probably the reason why no media has had the opportunity to find this decision, since when the journalists asked for the new decisions in May, this decision did not exist, when the journalists were looking for the October decisions, this decision was posted in the May archive.
But the real surprise is the list of 7 projects that, according to this decision, will have their development permit revoked, labeled as "List 1."
At first, the engineers verified item 5 of the list, which corresponded to the project for Kukes airport.
In the list, there was a reference to the development permit granted to Kukes Airport with decision no. 06, dated May 17, 2019. But this decision number of AZHT does not correspond at all to Kukes Airport, as this specific decision turns out to have been drawn up by AZHT for the management of solid waste, zero connection with the development permit of Kukes Airport.
But maybe this was a slip, so the engineers verified the relevance and accuracy of another decision that was on List 1.
They continued the verification with the first project listed on the list, which is about the development permit for the Port of Limion project.
To the surprise of the engineers, the number of the development permit of the Port of Limion did not correspond to the number presented in the decision and List 1 signed by Adelajda Roka, Belinda Balluku and Edi Rama.
The decision that appeared in the list as a development permit for the Port of Limion, actually coincided with another decision of the AZHT, which was related to the Metallurgical Company of Elbasan, which has nothing to do with the port of Limion.
The verification continued in the same way with the other 5 points of List 1. and it turned out that the development permit numbers listed in this list either coincided with other projects, or did not exist at all in the online archive.
The fact that in all 7 projects presented in List 1., no development permit number corresponds, raises doubts that we may not be dealing with slips but with a hasty process of falsification.
An attempt to understand
For a more balanced reporting, Hashtag.al addressed official questions to AZHT through two e-mails, while officially keeping the Ministry of Infrastructure informed about this correspondence.
You can read the official questions sent by e-mail from Hashtag.al here and here, while it is worth noting that until the moment of publication of this article there is no official answer from this institution.
And yet, the questions raised by a decision drafted with absolute inaccuracy, signed by the head of the Territory Agency, by the deputy prime minister and the prime minister, are important to understand what is happening.
As a rule, there are two logical scenarios:
a) They are slips and absolute mistakes, there is no forgery.
b) It is an urgent forgery process.
Let's consider them in turn.
Imagine a country where the personal number in the passport or the personal number of the prime minister corresponded to a name other than the prime minister.
The word comes, imagine a passport or identity card where the personal identification number is that of Edi Rama, the name on the passport is that of Xelal Mziu, while the photo on the passport is that of Elena Kaçe.
What does this mean?
This means that all guarantees of the system have fallen, there is no system at all as legal guarantor and state hierarchy, we are in what is called the "natural state of the Neanderthal".
Fix, the same thing happened with decision no. 11. of May 29, 2024, since the list of development permits listed by this decision is totally wrong, the projects that the decision refers to are absolutely incorrect, they collide and overlap with other projects, the system has fallen.
In the logical scenario a) when this letter means slips and human mistakes of AZHT officials, we can immediately draw some quick conclusions:
a1- The administration and director of AZHT produced a false decision as a result of incompetence, implying Deputy Prime Minister Balluku and the Prime Minister.
a2 – Deputy Prime Minister Balluku has no filter and no ability to verify and guarantee the accuracy of AZHT decisions.
a3 - Prime Minister Rama has been challenged by two of his subordinates by signing "fap e fap" the decision that makes him, perhaps the only prime minister in Europe, who has his signature on a totally incorrect document. A real monument of the collapse of the system and legal guarantees.
These three points are the minimum that can be said on the established facts. Since we are in the variant that everything is human error and slip, that is, incompetence.
In option b), deliberate falsification, we have to take into account several variables, related to the drives and motives that would force the director of AZHT to produce a document with falsified development permit decisions.
The first question that arises is whether development permits ever existed for these listed projects, and why did the director of the AZHT need a bogus decision to revoke these permits that by now may not exist at all?

Some of the projects on the list are currently in the special prosecutor's office and this decision with false data may be related to any justification procedure related to these investigations.
It is extremely difficult to believe that Prime Minister Rama would have put his signature on this decision if he had known in advance that the list of development permits he was revoking was fictitious and falsified. Chances are that Rama was played by his subordinates.
On the other hand, it is very well known how Edi Rama insists on those projects that he prioritizes, and it would not be surprising that his pressure and his persistence pushed AZHT or perhaps Balluk to advance these projects. ignoring legal procedures, including development permits.
But if the special prosecutor's office at some point finds these omissions, all three of them have a legal problem.
Therefore, in the conditions when the prosecution finds that you do not have a development permit for major projects, what would be the simplest way out?
Perhaps it would be drafting a fictitious decision as if those permissions were revoked, although the decision will be absolutely full of falsifications, since you cannot revoke something you have never empowered.
If we were in this scenario, surely the prime minister does not have time to deal with the details, he usually says only one word in these cases: Solve it.
Apparently, the solution was this decision signed by Adelajda Roka on October 28 and announced on May 29, a decision which was served to Edi Rama at the table, which Rama apparently signed "fap e fap" probably without knowing that he would become the only prime minister in Europe who has put his signature on a document full of forgeries, notarizing with his own hand the collapse of the system of legal guarantees in Albania.
