KAS rejects DP's complaints about Shkodra and Dibra

Today, the Complaints and Sanctions Commission continued with the review of the complaint request no. 41, dated 27.05.2025, filed by the Democratic Party - Alliance for a Greater Albania Coalition, with the subject matter: “1. Objection to Decision No. 1314, dated 22.05.2025 - of the SEC - "On the approval of the Summary Table of the Voting Results in the Dibër District electoral zone, for electoral entities and candidates for deputies in the elections for the Assembly of May 11, 2025". 2. Invalidity of the elections held on May 11, 2025 in the Dibër District electoral zone. 3. Resolution of the consequences by ordering the repetition of the elections for the Assembly of Albania in the entire Dibër District electoral zone”.

At the KAS session, the votes of the candidates of the PD-ASHM Coalition electoral subject were recounted and evaluated for 42 voting centers in the Dibër district.

At the end of the review, by majority vote, the KAS rejected the appeal request no. 41, of the DP-ASHM Coalition, for the declaration of invalidity of the elections held on May 11, 2025 in the Dibër district electoral zone, as not based on law and evidence.

Amendment to Decision No. 1314/2025 of the SEC “On the approval of the Summary Table of Voting Results in the Dibër District electoral zone, for electoral entities and candidates for deputies in the elections for the Assembly of May 11, 2025”. In the Summary Table of Voting Results of the candidates of the electoral entity PD – ASHM, the TPR of voting is amended as follows:

• Alketa Agolli gets 10 votes added

• Basir Çollaku has 8 votes removed

• Xhemal Gjunkshi gets 17 votes

• 49 votes were taken away from Përparim Spahiu

• Ismail Uka gets 4 votes

Also, the review of the appeal request no. 44, dated 27.05.2025, filed by the Democratic Party - Alliance for Greater Albania Coalition, with the subject matter: “1. Objection to Decision No. 1312, dated 22.05.2025 - of the SEC - "On the approval of the Summary Table of Voting Results in the Shkodër District electoral zone, for electoral entities and candidates for deputies in the elections for the Assembly of May 11, 2025". 2. Invalidity of the elections held on May 11, 2025 in the Shkodër District electoral zone. 3. Resolution of the consequences by ordering the repetition of the elections for the Assembly of Albania in the entire Shkodër District electoral zone”.

By majority vote, the KAS decided to reject the appeal request no. 44, of the DP-ASHM Coalition, for the declaration of invalidity of the elections held on May 11, 2025 in the Shkodra district electoral zone, as not based on law and evidence. The decision 1312/2025 of the State Election Commissioner “On the approval of the Summary Table of Voting Results in the Shkodra District electoral zone, for electoral entities and candidates for deputies in the elections for the Assembly of May 11, 2025” was left in force./ CNA
