Gonzato, clear message to the government: Urgent need for comprehensive

EU Ambassador Silvio Gonzato in a press conference with Prime Minister Edi Rama said that if the reforms are accelerated, Albania can open all the group chapters by the end of 2025.

Gonzato stated that there is an urgent need to rebuild a constructive comprehensive political dialogue and this is essential for Albania's democratic system.

"The report fully recognizes the fact that Albania is in full harmony with the EU's foreign policy. The Commission sees an opportunity to speed up the EU accession process.

If the pace of reforms accelerates, Albania can open all group chapters by the end of 2025. The Commission states that it is ready to support Albania's ambitious target of closing negotiations by 2027. The 2024 Report on Albania provides important guidance, recommendations and measures for the coming year.

Group chapter of fundamentals - as for the political criterion, the report assesses the functioning of democratic institutions as partially satisfactory, mainly due to the deeply polarized political situation that negatively affects the ability of the parliament to play its key legislative and supervisory role and it also results in delays in appointing individuals to key positions. Likewise, due to the unaddressed shortcomings in the electoral process and the lack of meaningful public consultations.

The main message here is the urgent need to rebuild a constructive inclusive political dialogue and this is essential for Albania's democratic system, but also for the possibility to implement EU-related reforms. The function of the judiciary, the commission notices some progress in this area, especially with the approach towards the end of the vetting process, which is a key cornerstone.

Concerns remain regarding attempts to interfere and political pressure in the judicial system, as well as deficiencies regarding merit-based appointments of non-magistrate members to the HCJ and KLP.
