Begaj's message to politicians before the start of the Assembly/

The President of the Republic, Bajram Begaj, has addressed a message to the Assembly of the Republic of Albania, on the occasion of the opening of the 2023-2024 parliamentary session.

As he wishes the deputies a good start to the new parliamentary session, President Begaj expresses his appreciation for the work and initiatives of the parliament, in the majority or opposition, and underlines that the opening of this session finds Albania facing challenges for the resolution of which the Assembly has a essential role.

Focusing on the quality of the political dialogue, President Begaj assesses that the quality of the exchange of ideas between the political wings, as well as the involvement in constructive discussions, unfortunately still leaves a lot to be desired.

"I want to convey to you the request of our citizens, who need to see and hear you discuss their present and future, without wasting time with the personalization of debates and mutual insults, these scenes that they disappoint them, make them pessimistic and distance them from politics," says President Begaj.

The Head of State continues in his message:

"My call is simple: return the Assembly to the space of reconciliation and the place of constructive debates, where different professionals, media, students, civil society, diaspora and representatives of different social strata and national minorities, want to be involved to give a strong impetus to reforms for European integration and the socio-economic development of the country."

The President considers the emigration of young people and well-educated and well-qualified citizens to be a serious problem. Legal initiatives must be undertaken for a sustainable development in the priority areas and in the strategic sectors of the country's economy, not only meeting the current needs of society, but also taking into consideration the future generations.

"The promotion of inclusive economic growth, in order to benefit all Albanians, requires fair competition, acceptable prices, quality services and well-educated and well-qualified personnel," - says the President in his message.

According to the Head of State, to the problems of economic development or the non-use of territorial potential in some areas, there are also problems with the educational system, health, as well as administrative and social services. Health remains in search of the path of sustainable development that begins with the timely and quality provision of services to citizens, the assessment of the figure of the doctor and nurse, as well as with the infrastructure and quality of medical facilities.

Education has made significant improvements at several levels, but there is now an urgent need to improve the teaching of the mother tongue in public schools or private institutions. For the Head of State, Albanian education needs continuous policies to support the quality of teaching and pupils, students and academics.

"The assembly with the involvement of all parties should turn the issue of the level of education and scientific research into a national priority."

Gender equality is also an important issue at the national level. While at the level of representation, the public sector has taken positive steps, the improvement of legislation for gender equality has not changed the situation of women in economic difficulties, and mistreatment and violence remain present.

Në mesazhin e tij Presidenti Begaj përmend edhe lirinë e medias, që ka rol thelbësor në një shtet demokratik, ndaj gazetarët duhet të kenë çdo mundësi të raportojnë të lirë, si punën e organeve publike, ashtu edhe problematikat e qytetarëve.

Duke u ndalur tek drejtësia, Presidenti Begaj shprehet se:

“Rezultatet e reformës në drejtësi janë të dukshme dhe është e domosdoshme që të gjitha forcat politike dhe përfaqësuesit e tyre në Kuvendin e Shqipërisë, njëzëri të ofrojnë mbështetje për përparimin e kësaj reforme që i vendos fjalën epilog tranzicionit dhe shënjon një vijë të qartë ndarëse mes të kaluarës dhe së ardhmes.”

Shteti i së drejtës dhe lufta kundër korrupsionit duhet të jenë çështje jo vetëm të agjencive ligjzbatuese, por duhet të mbështeten thelbësisht nga Kuvendi përmes nismave që synojnë identifikimin, parandalimin dhe ndëshkimin e fenomeneve korruptive që privojnë dhënien dhe garantimin e të drejtave themelore të qytetarëve dhe bizneseve.

Në vëmendjen e Presidentit Begaj në mesazhin drejtuar Kuvendit janë dhe sfidat e sigurisë, ku veçon atë të sigurisë kibernetike.

“Sulmet e përsëritura kanë treguar se jemi ende të brishtë ndaj luftës hibride dhe mbrojtjes së kufijve në sistemet digjitale. Ju ftoj të rishikoni dhe të hartoni dokumente strategjike, si Strategjia Kombëtare e Sigurisë Kibernetike, si dhe të miratoni akte konkrete për të garantuar sigurinë dhe mbrojtjen e vlerave dhe interesave kombëtare.”

Në kuadrin e sfidave të sigurisë dhe të politikës së jashtme, Presidenti ripërsëriti se Aleanca Euroatlantike është boshti dhe themeli i politikës së jashtme dhe asaj të mbrojtjes të Shqipërisë, dhe se integrimi evropian është dhe mbetet prioritet strategjik. Roli dhe përgjegjësitë e Kuvendit mbeten të patjetërsueshme për përparimin e axhendës evropiane dhe për përafrimin e legjislacionit me atë të BE-së.

Presidenti Begaj thekson në fjalën e tij se:

“Orientimi ynë i qartë euroatlantik është një shtysë më tepër për të qenë faktor paqeje e mirëqenieje në rajon, ku Shqipëria qëndron e vendosur në mbështetje të integritetit territorial të Kosovës dhe të së ardhmes së saj euroatlantike, sikurse edhe ndaj faktorit shqiptar në tërësi. Ndaj, një ndërveprim edhe më i ngushtë bazuar në interesat kombëtarë është i nevojshëm në këtë drejtim.”

Kreu i Shtetit fton deputetët në aktivizimin më të madh të diplomacisë parlamentare, veçanërisht në forcimin e faktorit shqiptar në rajon, i cili është element kyç në marrëdhëniet e fqinjësisë së mirë: “Duhet të bëjmë gjithçka që mundemi, me frymë e vizion euroatlantik, në mënyrë që shqiptarët kudo që jetojnë në rajon të gëzojnë të gjitha të drejtat e tyre.”

At the end of his message, President Begaj dwells on the diaspora, which he considers the country's valuable asset, and which deserves to be fully integrated into the political, economic and social life of the country.

"The Government, the Parliament, together with the President's Institution, must coordinate their efforts so that the diaspora becomes a source of development for the country. A fundamental step in this direction is the agreement on the legal framework, which will make the voting of Albanians living abroad a reality, no later than the next elections," said President Begaj./ CNA
