Ajola Xoxa's hands in the incinerators/ The prosecutor, as the lawyer of the affair of the century

Dritan Prençi is the SPAK prosecutor who is sleeping on the Tirana incinerator file, even though the facts, evidence, and documents have been published by CNA, other media, and denunciations have also been made by the opposition about this affair, which has been called the affair of the century.

Prençi has a mountain of documents in his office at SPAK that unravel the Tirana incinerator affair, but it seems he has chosen to drag out the file and settle for only accusing the structured criminal group and to pass the bill of hundreds of millions of euros and corruption to Lefter Koka and several other officials.

Dritan Prençi has before him documents accusing Erion Veliaj, the arrested mayor of Tirana, of 13 charges for 5 serious criminal offenses, but refuses to press at least one charge against him.

But as we have warned before, CNA will not stop and will continue to bring documents, facts that show the involvement of Erion Veliaj and his people in the affair of the century, that of the incinerators, despite the fact that hundreds of millions of euros have been swallowed by Albanian taxpayers for an incinerator that does not exist.

The first document that Dritan Prençi does not "see"

The first document that Dritan Prençi does not see is that Erion Veliaj gave the "ok" for the incinerator without consulting the Municipal Council. Erion Veliaj has signed important documents related to the Tirana incinerator project.

In March 2017, Veliaj signed a document accepting the feasibility study for the construction of the Tirana incinerator. This study later turned out to have falsified costs.

Veliaj signed an annex-contract that transferred significant financial responsibility for this project to the Municipality of Tirana. Veliaj undertook to represent not only the Municipality of Tirana, but also four other municipalities in the region, without consulting them, paving the way for a 30-year concession contract with an initial value of 128 million euros.

This contract was signed without the prior approval of the Municipal Council, violating the law on local self-government. This document is evidence to accuse Veliaj of abuse of office and unauthorized financial commitments. But the mayor has more than one signature thrown into the affair.

Veliaj and his firm have committed to making all payments for the storage and processing of the minimum amount of waste at a price of 29 euros per ton excluding VAT, throughout the duration of the agreement (for the next 30 years), but he also committed to providing assistance for all procedures related to the construction and operation of the non-existent Tirana incinerator.

The second document that Dritan Prençi does not "see"

The second document shows how Erion Veliaj's directors signed to become "soldiers" of the Tirana landfill company. An agreement that shows how Veliaj's directors, but also other people, built the territorial control scheme for the lands, adding double the income to the incinerator affair, with a scheme that goes for more than 60 million euros, but perhaps even more.

After the company made an agreement with the directors of the Municipality of Tirana, who seem to have no right to sign that kind of document, since the contract is made by the contracting authority, which should be the Municipality of Tirana and would be signed by the mayor, not a bunch of directors signing some papers, its revenue increased by tens of millions of euros every year.

They invented the soils, their transportation to the landfill. They made a contract, put some seals on it and let themselves loose like hyenas on the business, setting fees so that the soils would be forcibly taken to the Sharra landfill and then, forcibly, bought back.

The third document that Dritan Prençi has in his office file, but he still refuses to see.

The document shows precisely Ajola Xoxa's connection to the Sharra landfill. CNA has published documents according to which it is shown that Ajola Xoxa assisted the company "Meg Albania" owned by Vladimir Fezga and prepared the documents for the company to take over the waste business at the Sharra landfill at the time when her husband, Erion Veliaj, was the mayor of Tirana.

Through the issued authorizations, "Meg Albania" authorizes citizen Ines Dani and citizen Erald Ismaili, both citizens who appear in the SPAK investigative file for the Xoxa-Veliaj couple, both people from the law firm of the mayor's wife, to carry out all necessary actions at the Central Criminal Court.

CNA published another document showing how Ajola Xoxa made Erion Veliaj a partner with the structured criminal group of incinerators, Mirel Mërtiri and Klodian Zoton.

The document shows that Vladimir Fezga of "MEG Albania" authorized citizen Ines Dani and citizen Erald Ismaili to carry out all necessary actions at the Central Bank for the deposit and registration of the quota sale contract between the seller, the company "Meg Albania" and the buyer, the company "Integrated Energy BV SPV".

According to this document, which is in the file of the prosecutor who is dragging the file of the Tirana incinerator, Dritan Prençi, the people authorized by Vladimir Fezga for the sale of "Meg Albania" to "Integrated Energy BV SPV" are Ines Dani and Erald Ismaili, of Ajola Xoxa's law firm.

These documents show that Ajola Xoxa made Veliaj a partner with the structured criminal group of incinerators whose "masterminds" were Mirel Mërtiri and Klodian Zoto.

The second document shows that Vladimir Fezga sells the shares of "Meg Albania" to "Integrated Energy BV SPV" and again the papers were made by Ajola Xoxa.

These documents are clear proof that the incinerator affair has tentacles beyond Mirel Mërtiri and Klodian Zoto, the tentacles reach all the way to Ajola Xoxa and Erion Veliaj.

To go back to the prosecutor who has the file, Dritan Prençi, he has these documents, but he is not acting.

The in-depth investigations that SPAK conducted into Ajola Xoxa and Erion Veliaj, the couple involved in corruption and money laundering schemes, revealed other threads that led the mayor's wife, arrested on 13 charges for 5 criminal offenses, directly or indirectly to the Sharra landfill.

CNA revealed the testimony of citizen Erald Ismaili, who in the file emerged as the man Ajola Xoxa used to make purchases with staggering amounts, reaching the figure of 86,721,175 lek.

On 03.03.2025, Erald Ismaili was questioned as a person who had knowledge of the circumstances of the investigation. During the questioning, a very interesting detail emerged that connects Ajola Xoxa with the Sharra landfill.

Erald Ismaili explained in his testimony that "MEG Albania", a company operating in the field of recycling and waste, had been referred to him by Mayor Veliaj's wife, Ajola Xoxa, and Klotilda Bushka of the Laws Committee.

According to Erald Ismail's statements, client Vladimir Fezga, who was also the owner of "MEG Albania", had gone to Ajola Xoxa's office to open a business in the Sharra landfill.

"Regarding the case of the company 'MEG Albania', Erald Ismaili explained that this company had been referred to him by Ajola and Klotilda.

"Client Vladimir Fezga had come to Ajola's office to open a business in the Sharra landfill and to obtain a type B environmental permit. He had prepared the documentation, had secured the expert for the Environmental Impact Assessment and had made the application to the National Environment Agency. After obtaining the permit, he remembered that the activity of the company 'MEG Albania' had begun, but he had no information on how long it had continued," the SPAK decision states.

Where does Ajola Xoxa come from? The first document

Ajola Xoxa assisted the company "Meg Albania", preparing the documents for the company to take over the waste business at the Sharra landfill at the time when her husband, Erion Veliaj, was the mayor of Tirana. ( READ HERE )

CNA has published documents that show Ajola Xoxa's hand reaching all the way to the Sharra landfill.

Second document

CNA brings another document related to this issue, which shows how Ajola Xoxa made Erion Veliaj a partner with the structured criminal group of incinerators, Mirel Mërtiri and Klodian Zoton.

After the company "MEG Albania", two other companies were created, the company "ECO Tirana" and "ECO Recycling".

Vladimir Fezga, shareholder of the company "Meg Albania", was the mediator of the agreement between the Municipality of Verona and the Municipality of Tirana for the establishment of the capital's cleaning company "Eco Tirana" in May 2016.

According to data, the Municipality of Tirana owns 51% of the shares of "Eco Tirana", while AGSM AIM owns 49%.

The scheme continues like this.

In July 2017, "Meg Albania" and "Eco Tirana" founded "Eco Recycling". According to the data, 49% of the shares are held by the incinerator company "Integrated Energy BV SPV", while "Eco Tirana" has 51% of the shares.

So, after its establishment, "Meg Albania" transfers its shares to "Integrated Energy BV SPV" in February 2018 for "Eco Recycling".

At this moment, Ajola Xoxa's connection comes up again.

Dritan Prençi cannot maintain double standards. The issue of the Tirana incinerator must be addressed to the end, as we have hundreds of millions of euros that have been stolen from poor Albanian taxpayers and the incinerator does not exist, but we simply have a huge mountain of garbage that is on the verge of disaster./ CNA

SPAK's standards, the way it investigates, how it secures evidence, how it holds people in custody, or the reasons why the security measure "prison arrest" is requested, are among the biggest discussions being held by lawyers today in Albania, but also by politics and the media.

Of course, a large part of the latter, paid or released as paid mercenaries by certain segments of the government, or as representatives of the opposition voice for the sake of Ilir Meta and Sali Berisha, or mercenaries of Erion Veliaj, do not have the concern of a justice system with standards and professionalism from the prosecution, they attack because they have other concerns.

Leaving this debate aside, let's bring a real example of SPAK's reputation being tarnished by prosecutors who "excel" in one case and remain silent in another, or prolong it and give it no direction. They have double investigative standards.

The extension or procrastination of the investigation is not without purpose; investigative deadlines pass, the case is closed, dismissed, the extension leads to trial, deadlines are missed, and this has a purpose.

From rocket to Zetor

Let's take a look at the case of prosecutor Dritan Prençi, who, for all public opinion, is doing a very fast job in relation to the investigations of the former director of the ARA, Evis Berberi. Later, through his phones, communications were found and an investigation was opened against the former deputy prime minister Belinda Balluku.

Let's look at what Dritan Prençi has done in the last 6 months; request for lifting immunity, actions in the Constitutional Court, in-depth investigations, hundreds of people summoned and endlessly questioned.

Every week, one or two news items are published about the former deputy prime minister, about businessmen who are called in on behalf of the investigation against her, about other state officials, and even childhood friends, as was the case with the former Albanian national football player, Igli Tare. In this case, we say that Dritan Prençi has done his job professionally. The evidence he has found or "found" with a script, whether or not they incriminate Balluk, will go to court. This is what we know so far. Prenç is a 'rocket' in the investigation. 

Let's move on to the next case, which is even more flagrant with public documents, such as the incinerator issue. The same prosecutor is a complete "outdated zetor with rusty gears."

Dritan Prençi, like the incinerator that doesn't exist

Dritan Prençi ka gati 6 vite që fle mbi dosjen hetimore të landfillit të Tiranës. U mjaftua me një grup kriminal, sipas dokumentave që shumica janë të nxjerra nga mediat, një pjesë të nxjerra nga CNA, një pjesë nga gazetarë të ndryshëm, por dhe nga aktivistë politikë, deputetë, ish-zyrtarë, e të tjerë.

Vetëm CNA i ka dorëzuar Prençit një “mal” me dosje. Bëhet fjalë për qindra faqe materiale, që janë sekuestruar në zyrat e CNA-së në vitin 2023.

Këto dokumente lidhnin Mirel Mërtirin dhe Klodian Zoton që nga takimet në Milano, në Holandë, lidhjet me administratorët tek dokumentet e ndryshimit të pronësisë, e-maile të ndryshme dhe shkresa zyrtare. Ndërsa deputeti Belind Këlliçi ka dorëzuar rreth 900 faqe në SPAK, me qindra dokumenta të tjera kanë çuar edhe ekspertët.

Dritan Prençi e ka lënë çështjen e inceneratorëve deri te gazetari Endrit Habilaj, që e ka futur pjesë të grupit të strukturuar kriminal.  Një individ që shërbente në rolin e gazetarit, i paguar si mercenar, shpërndante reklama lart e poshtë, hidhte shkrime apo kronika pro inceneratorëve dhe kundër prokurorëve në media. Por nuk ishte njeriu që vendoste! Nuk ishte njeriu që e kërkoi qindra miliona euro tek qeveria ishte thjesht mercenar.

Përtej Mirel Mërtirit dhe Klodian Zotos, janë një sërë emrash. Këta politikanë, me deklarime mediatike dhe zyrtare siç është rasti i kryebashkiakut të arrestuar Erion Veliaj, i cili ka theksuar publikisht se është ai që e ka kërkuar landfillin e Tiranës.

Është ai që e ka firmosur pa mbledhur Këshillin Bashkiak, pa marrë një vendim. Është ai që duhet ta monitoronte dhe supervizonte, ai që vuri të gjithë drejtorët e “famshëm” të bashkisë, një pjesë e mirë e të cilëve të dosjes 5D (të cilët disa u arrestuan), të firmosnin dokumentin me vulë të Bashkisë së Tiranës në lidhje me çështjen e dherave. Ngrinin dronë, inaguronte shkolla, ndërkohë Bashkia e Tiranës merrte makina nga kompania koncesionare.

Në një kohë kur landfilli nuk u ndërtua, kompania nuk kishte lekë, kërkoi kredi në disa forma dhe mënyra dhe nuk mundi ta siguronte për të ecur përpara me investimin.  Përtej guackës dhe emrave të mëdhenj që u përfolën, fshihej Klodian Zoto dhe Mirel Mërtiri. Bashkë me ta, në këtë aferë ishte dhe Bashkia e Tiranës, institucioni kryesor përgjegjës.

Faktet nga hetimet e mëvonshme ndaj Erion Veliajt treguan se në kompjuterin e Ajola Xoxës u gjetën materiale në lidhje me kompaninë “MEG Albania”, veprimet dhe transaksionet e kryera prej saj në zyrat e shtetit.

Sot pas 6 vitesh nuk ka ende asnjë akuzë për Erion Veliajn në lidhje me inceneratorin e munguar, që nuk ekziston dhe Tirana është në prag të një katastrofe mjedisore. Me aferën e landfillit të Tiranës ku u paguan: rreth 130 milionë euro nga xhepat e shqiptarëve, rreth 60 milionë nga buxheti i shtetit dhe pjesa tjetër nga të ardhurat që gjeneronte kompania nga biznesi privat, i cili në fund tarifat ua faturonte qytetarëve.

CNA do të sjellë një investigim tjetër në vijim, në lidhje me çështjen e landfillit të Tiranës dhe atë që Dritan Prençi e ka para syve dhe nuk e shikon.

Jo vetëm kërkesat zyrtare, por dhe lidhjet; nga makinat me qira që merreshin në kompani private, të lidhura me Blendi Gonxhen nga kompania koncesionare dhe këto mjete përdoreshin në fushatë nga Partia Socialiste në zgjedhjet e vitit 2021.

Kujtojmë se 2021-shi ishte vit elektoral dhe jo rastësisht, qindra miliona lekë hidheshin për reklama, sipas denoncimeve që ka bërë CNA me dokumente zyrtare.

Ne do të sjellim një investigim tjetër për të rikthyer vëmendjen tek çështja e inceneratorëve, për të rikthyer vëmendjen tek standardet e prokurorit Dritan Prençi, i cili çështjen e inceneratorëve kërkon ta varrosë.

Dhe ky është fakt, sepse nuk mund të na thotë as Dritan Prençi, as ndonjë tjetër, se ai është i paaftë, i pazotë dhe nuk ia del dot. Ja pra që me çështjen Balluku për 6 muaj me vrap po i jep drejtim, kurse me çështjen e inceneratorëve ka 6 vjet, nuk gjen dot rrugën!

Landfilli i Tiranës

E ka lënë tek Mireli, Klodi, Endrit Habilaj dhe biznesmenë të tjerë, disa mashtrues apo hajdutë, që gjetën një hapësirë dhe mbushën xhepat me taksat e shqiptarëve të varfër, duke mashtruar shtetin e duke vjedhur.

Po si e bënë vetë? A mund ta bënin dot vetëm Lefter Koka apo Alqi Bllako me një ministri që s'kishte fonde dhe investime?

S'kishte buxhet për të bërë landfille Ministria e Mjedisit. Nuk e bënte dot as Lefter Koka as Alqi Bllako as Arben Ahmetaj vetë.

Pamje nga landfilli

Për të gjithë ata që mendojnë se inceneratorëve kapaku i është vënë me Lefterin apo Benin, se kapaku është Mireli me Klodin, po Erion Veliaj ku është? Se zotëria ka dalë me zë e me figurë, ka thënë: "E kam kërkuar unë, jam unë përgjegjës, kam shkuar atje."

Në kompjuterin e gruas së tij gjendet "MEG Albania"; Ajola Xoxa dhe studio e saj ligjore Low Partners janë të përfshira me individë të caktuar në çështjen e inceneratorëve, në zyrat e shtetit.

Dritan Prençi nuk vepron, nuk i shikon, nuk e zbaton ligjin.Nuk bën detyrën, ka dy standarte. Ja, ky është debati që duhet të lindë në publik për standardet e prokurorëve.

Why is one case investigated very quickly and professionalism is claimed, and another is not investigated at all, and the case risks exceeding all legal deadlines? The costs are hundreds of millions of euros, the consequences are irreparable. Dritan Prenci continues to direct his zetor on the incinerator issue, the costs are paid by Albanians. /CNA
