The Special Prosecutor's Office Against Corruption and Organized Crime has conducted investigations within the framework of criminal proceedings no. 75/2022, registered for the criminal offenses of "Premeditated murder", "Theft with a weapon", "Theft with violence", "Destruction of property with explosives", "Providing the conditions and material means to commit murder", " Unauthorized possession and production of weapons, explosive weapons and ammunition", "Structured criminal group" and "Participation in a structured criminal group", etc., provided by articles 78/2, 139, 140, 80, 152, 278/ 1, 28/4, 333/ae 334 of the Criminal Code.

After carrying out numerous investigative actions, at the request of the Special Prosecutor's Office, the Special Court of First Instance for Corruption and Organized Crime with decision No. 72 dated 25.06.2023 decided:

• Assigning the measure of personal security "arrest in prison", provided by article 238 of the Criminal Code, to the person under investigation AP, suspected of committing the criminal offense of "Premeditated murder", committed for interest, in cooperation, remaining in the attempt, carried out to the detriment of AB, twice, (on 05.11.2017 and 03.04.2019), in the city of Fier, in cooperation with the investigators HH and ST, provided by articles 78/2, 22, 25 of the Criminal Code.

This decision was executed by the General Directorate of the State Police on 26.06.2023.

The investigation showed that, due to the ongoing conflicts between the AP brothers and the victim AB, the AP investigator decided to kill the AB citizen in 2017. In order to achieve this goal, he contacted the HH investigator to carry out killing AB citizen against payment. The citizen HH, having undertaken to carry out this action, contacted his relation, the investigator ST, in order to commit the murder together (HH and ST are currently under arrest). HH and ST after agreeing to commit the murder of the AB citizen against payment, secured the crime weapon, observed the victim and determined the executor who would be ST on 05.11.2017. For reasons that did not depend on the will of the investigators HH and ST, the murder of AB could not be finalized,

But the AP customer did not stop there. The AP investigator wanted to finalize the crime started in 2017 and in 2019 (murder of AB citizen) by bringing the payment to 80,000 euros.

For this reason, the investigators HH and ST reorganize, finding the vehicle, the crime weapon and after observing the target (AB) on 04/03/2019, decide to kill the citizen. The executor in this case was decided to be HH, since the first time the investigator ST did not complete it successfully.

Even in this case, fortunately for the victim (AB citizen), the crime could not be completed, since the HH investigators, after the first shot, blocked the Kalashnikov automatic weapon.
