EU countries sign up to Danish plan to boost child protection online

EU ministers pledged to step up their efforts to protect children online, but they did not follow through on Denmark's plan to ban social media for children under 15.

The Danish Jutland Declaration, drafted by the Nordic country as it chairs EU ministerial meetings during the second half of 2025, was signed by 25 member states, except Estonia and Belgium, during the informal meeting of national telecommunications ministers.

Ministers said they would examine whether further measures are needed to complement existing EU rules, as they state that minors are increasingly at risk of being exposed to illegal, harmful and extremist content and require stronger and more targeted protection.

A 2024 WHO study found that problematic social media use among adolescents increased from 7% in 2018 to 11% in 2022. More than one in 10 adolescents (11%) showed signs of problematic behavior on social media, struggling to control their use and experiencing negative consequences. /CNA
