Nothing is happening in Russia. At least this is the impression that Vladimir Putin has been trying to give during the last 6 months. To some extent, the president has been remarkably active, secretly micromanaging the war in Ukraine and pretending in public to deal with routine matters, from meetings on economic issues to inaugurating a tram line in the occupied Ukrainian city of Mariupol .
However, there is no presidential initiative regarding the country's adaptation to the new reality of wartime and all that it entails. Putin has stubbornly stuck to this approach, despite drone strikes on the Kremlin, mercenary head Vargner Yevgeny Prigozhin's scathing public attacks against the Russian Ministry of Defense, and even Ukraine's impending counteroffensive.
He prefers to lecture on history and make optimistic assessments of Russia's economic prospects, and pessimistic ones of the West. Of course, this does not mean that nothing is happening in Russia. Rather, what is happening has much less to do with the president's strategic plans or interests than with the corporate interests of departments and individual figures.
What is happening is largely a response to the worsening conditions facing Russia. For example, take the digitization of the Russian system for issuing military recruitment notices, a move forced by the difficulties surrounding this process in the midst of a war that is not going according to plan.
Or the way repression has deepened, in an attempt at self-preservation on the part of the current regime and amid rapidly growing geopolitical risks and fear of loss. Oppressive inertia and self-aggrandizement by key institutions such as the FSB and the Ministries of Defense and Finance have driven recent decisions, including reversals of ideology.
The Russian Minister of Justice, Konstantin Chuichenko, has spoken openly about the possibility of introducing a new official ideology that will extend to education, cinema, theater and literature. This process has long ceased to be under Putin's direct control, and is now taking place independently of him, albeit with his passive consent.
Here and in other important debates, Putin's voice is missing. Should Russia's borders be closed? Should the rights of those who have already left the country be restricted? Who will be exempted from mobilization? How will those who are labeled as "foreign agents" be punished by the state? What should be done with Prigozhin?
How should the Kremlin respond to incidents such as drone strikes and attempts to kill "ultra-patriots"? The positions of parliamentarians, party leaders, cabinet ministers, military bloggers and security services on these and other issues are all well known. However, Putin says nothing in public. It intervenes only to take steps such as withdrawing from the main Ukrainian city of Kherson, suspending Russia's participation in the New START nuclear deal, or withdrawing from the Treaty on Conventional Armed Forces in Europe.
