The White House warned on September 5 that North Korea will "pay dearly" if it supplies Russia with weapons for its war in Ukraine, as North Korean leader Kim Jong Un and Russian President Vladimir Putin are expected to hold talks on the issue.

Sanctions-hit Russia is eager to secure more arms supplies from its allies to bolster its military at a time when Kiev continues its counteroffensive to liberate its territory.

US President Joe Biden's national security adviser, Jake Sullivan, said that Pyongyang and Moscow are aiming for "leader-level talks, even face-to-face meetings" about Russia's need for armaments.

Sullivan said Russia could use North Korea's weapons to attack its food supplies and heating infrastructure before we go into winter, in an attempt "to invade territory that belongs to another sovereign nation."

"This will not reflect well on North Korea and they will pay dearly for this in the international community," Sullivan said Tuesday.

He added that "the fact that Russia is forced to turn to a country of North Korea speaks volumes."

Russia's Defense Minister Sergei Shoigu traveled to North Korea in July seeking to secure additional war munitions, the White House said.

The Kremlin said on Tuesday that it is unable to confirm the meeting between Putin and Kim.

"We have nothing to say," Kremlin spokesman Dmitry Peskov said.

Cho Han-bum, a senior researcher at the Korea Institute for National Unification, said sanctions could do nothing to stop the arms exchange between Russia and North Korea.

"The war in Ukraine and the strategic competition between the United States and China have practically neutralized the current UN Security Council system," Cho told AFP.

Ukrainian officials have said they have made progress in their counteroffensive, but Putin said again on Monday that attempts to recapture ground lost since Russia launched its invasion in February 2022 have been unsuccessful.
