An Iranian lawmaker said authorities are discussing imposing financial penalties for breaking the mandatory hijab rule as a way to avoid jailing or prosecuting perceived wrongdoers.
The announcement comes as there is growing discontent among Iranians following a wave of crackdowns on protests that were sparked by the death in custody of Mahsa Amin in 2022.
Amirhossein Bankipour told state television that consensus had been reached on the step among key government and security forces.
Bakinpour said the move follows assessments that found "morality police" patrols and criminal penalties have been ineffective and fueled protests. Governing bodies, including the Supreme Council of the Cultural Revolution and the Supreme National Security Council, found fines to be a less confrontational means of enforcing the dress code, he said.
Bankipour last month hinted that a new hijab bill would be introduced in the future, which would fine violators 30 million Iranian rials ($50). He said fines would be taken directly from offenders' bank accounts, and there would be additional fines for repeat offences.
However, a police spokesman said they have not yet received any official notification of the fines.
The legislation provides for the empowerment of three intelligence agencies – the Ministry of Intelligence, the Revolutionary Guards Intelligence Organization and the Judiciary Intelligence Organization – along with the police and the Basij paramilitary force, to act against women who break the rules.
The hijab became compulsory for women and girls over the age of 9 in 1981, two years after the Islamic Revolution. Over the years, many women have avoided the rule of wearing the hijab.
Amin's death in September 2022, after her arrest on suspicion of violating hijab rules, sparked a wave of protests that presented one of the biggest challenges to the Islamic regime since the 1979 revolution./REL
