DP MP, Oerd Bylykbashi, stated during his speech at the Parliament that the public administration is politicized. Bylykbashi said that the use of the public administration by the Socialist Party was also evidenced in the OSCE/ODIHR report on the May 11 elections.

He emphasized that mechanisms must be undertaken to make the public administration impartial in order to have a normal electoral process. Without the depoliticization of the public administration, the MP said that no step forward will be made in European integration and normal governance.

"For the first time in the ODIHR report, it is stated that in the first paragraph there was no level playing field. What is more serious and more aggravated is what is known in military doctrine as: who holds the guns of the strong. Public administration with organized crime is not a new thing. If there is something that has not changed, it is the main recommendation of 2019. Depoliticize the public administration. We are ahead of electoral reform and how can the electoral administration be depoliticized, when those who will come are politicized, as the ODIHR says, under pressure from the state and criminals. We must undertake mechanisms that will make the public administration impartial, otherwise we will not have a normal electoral process but the public administration will function as a military unit of the Socialist Party. They must be protected from the obligation to participate in political events throughout the year. Otherwise, the situation will be catastrophic and we will not make any step forward in European integration and normal governance.
