The European Union will hold its next meeting of foreign and defense ministers in Brussels, instead of Budapest, as a "symbolic" blow to Hungary for its self-styled diplomacy on Ukraine, the bloc's top diplomat said. , Josep Borrell.

He has repeatedly put obstacles in the way of Brussels' efforts to punish the Kremlin and help Ukraine in its fight against Russian occupation forces.

"I can say that all member states - with the exception of one - are concerned about this behavior," Borrell said after chairing a meeting of foreign ministers in Brussels.

"It is Putin who is a party to the war. The only one who provokes is Putin, he is the one who demands the division of Ukraine and sets preconditions for any talks and for any ceasefire", he said.

Borrell said that almost all of Hungary's partners in the EU during the meeting held on Tuesday criticized Orbán's initiative, which he called a "mission for peace".

Only Slovakia has supported Hungary's position.
