Year 2025, Customs revenues 2.5 billion euros, record customs clearance of fuels

Budget revenues from Customs for 2025 reach a record figure of around 2.5 billion euros.

Compared to 2020, customs revenues have increased by around 1 billion euros, supported by a positive performance in administration, risk control and simplification of service procedures towards businesses and citizens.

According to operational data from the General Directorate of Customs, 2025 revenues amounted to 239.7 billion lek, or about 10.1 billion lek more compared to the previous year.

The main factors that have influenced the positive performance of Customs are mainly related to good administration, the fight against smuggling, the digitalization of services and the increase in customs clearance of all goods, with a main effect on excise goods. Since excise is a tax on quantity, it is not directly affected by the exchange rate and for the year 2025 all excise goods have performed at record figures.

Customs revenues from excise duty were 6.2 billion lek more than in 2024, with the main factors being the increase in fuel imports with an effect on the budget of +3.5 billion lek (an increase in the quantity consumed by about 78,225 tons), cigarettes by +2.1 billion lek (an increase in the quantity consumed by about 210 tons), natural gas by +64 million lek and lubricating oil by +61 million lek.

VAT on imports, compared to 2024, has yielded around +4.4 billion lek more, mainly influenced by the increase in imports of electricity, fuel, cigarettes, metal constructions, etc.

Customs duty increased by +513 million lek compared to 2024, influenced by daily consumer goods, metal constructions and prepared foods, etc.

While the increase in customs clearance of goods in quantity was 5%, if we did not have the strong exchange rate fluctuations (the depreciation of the euro and the dollar against the lek, a phenomenon beyond the control of the Customs Administration), revenues for 2025 would have been 9.5 billion lek higher./ Monitor
