Confiscated criminal assets for the years 2022-2024 in Tirana amount to 7.3

In Tirana, the value of confiscated properties of organized crime and corruption, according to the decisions of the Special Court of Appeal for the years 2022-2024, is estimated at around 7.3 million euros.

The Agency for the Administration of Sequestered and Confiscated Assets (AAPSK) has published for the first time a catalog of confiscated assets in 16 cities in Albania.

This catalog contains a detailed list of assets confiscated by final court decision, including complete information on their type, location and current status.

The assets confiscated based on the decisions of the Special Court of Appeals against Corruption and Organized Crime have been transferred to the state.

In Tirana, the value of real estate including residential apartments, buildings, business premises or land is estimated to be around 708,504,838 lekë or around 7.3 million euros.

In Tirana, confiscated assets are based on the decisions of the Special Court of Appeal for the period 2022-2023-2024.

Other confiscated real estate is located in cities such as Durrës, Shijak, Kavajë, Lushnje, Fier, Vlorë, Saranda, Gjirokastër, Berat, Kuçovë, Poliçan, Elbasan, Rrëshen, Lezhë, Shkodër and Peshkopi.

The AAPSK has clarified that the catalog has been published in accordance with the applicable legal framework, particularly based on Law No. 34/2019 "On the Administration of Sequestered and Confiscated Assets", which sets out the rules and procedures for the sequestration, confiscation and administration of illegally acquired assets.

According to the law "On the Administration of Confiscated Assets", confiscated properties can be sold or leased, through which the state provides income.

Initially, the seized real estate becomes the property of the state.

The law stipulates that upon receiving notice of the court's decision to confiscate assets, the Agency, within 30 days, requests the relevant institutions to transfer the assets to the state and to the Agency's administration. Upon transfer of assets to the state, the Agency prepares a technical-financial report with relevant recommendations for the destination, manner and conditions of administration of the confiscated assets.

Meanwhile, the Council of Ministers, by decision, determines the evaluation criteria, methods and procedures for the use and disposal of confiscated assets.

From the administration of assets seized and confiscated by the state, income is obtained from: a) leasing of assets; b) direct or third-party administration of economic activities; c) interest earned from the deposit of monetary values ??in bank accounts or treasury bills; ç) income from the alienation of confiscated assets; d) income from the sale of assets; dh) other income in any type of legal capacity or source./ Monitor Magazine
