The government has published the draft budget for 2024.

The draft budget shows that for the year 2024 the income will be 674,696 million ALL; expenses 735 976 million ALL and the deficit 61 280 million ALL.

It consists of the state budget, local budget and special funds: social insurance, health insurance and compensation of former owners.

From the total budget, 14.2 billion ALL have been determined only for 11 concession contracts, where there is an increase in the budget for this sector compared to the previous year, which was around 13 billion ALL.

There will be no payments for the Elbasan and Fier incinerator concessions, as they are considered non-active.

Payments will be as follows:

1. Construction and Operation Concession of Arbri Street, over 3.5 billion ALL. 

2. The provision of hospital laboratory services will receive payments worth 1.79 billion ALL from the state budget.

3. Concession/PPP (Offering customized set of surgical instruments, disposable sterile medical material in surgical rooms, treatment of biological waste and disinfection of surgical rooms), payments for this contract will be 1.75 billion ALL. 

4. Concession to Customs Scanning Service 1.6 billion ALL. 

5. For the concession contract for the construction of the Landfill, the incinerator and the rehabilitation of the existing storage site in Tirana and the production of electricity, the payments will be in the amount of over 1.2 billion ALL. 

6. The dialysis concession will receive 920 million ALL, then the concession/PPP of the basic control of the population aged 35-70 (check up) will receive payments in the amount of 876 million ALL. 
7. For the concession of improving the educational infrastructure in the Municipality of Tirana, payments of 745 million ALL are planned.

8. Contract for the Construction and Operation of Orikum Yacht Port - Dukat 976 million ALL

9. Construction, Operation and Maintenance of Milot-Morina Road 738 million ALL./ CNA
