The National Social Protection Strategy 2024-2030 is approved/ 2.3 billion euros

The cost of implementing the national social protection strategy for the period 2024-2030 is estimated at 2.3 billion euros, where 96% of the amount will be covered over the years by the state budget.

The decision "On the approval of the National Social Protection Strategy 2024-2030 and the action plan for its implementation" was published in the Official Gazette.

Through it, it is aimed at alleviating poverty for every individual in need and improving the living conditions of persons with disabilities through support with financial schemes. This strategy, among other things, also aims at the expansion of social services and the consolidation of the decentralization process of the social care service for stable financing and expansion of geographical coverage.

The total estimated cost for the implementation of the administrative measures of this strategy and the action plan is about ALL 244,756,815,031 according to the document.

For the implementation of the sectoral policy that includes the alleviation of poverty for every individual in need and the improvement of living conditions for persons with disabilities through support with financial schemes and appropriate benefits, gender responsive, transparent, able to cope with the risks of budget crises necessary is calculated at the value of 233.3 billion ALL.

A budget of about 61 billion ALL is calculated to improve the performance, adaptability and response to crises of financial schemes and benefits for individuals (men, women, boys and girls).

For the consolidation of social protection reforms in the field of disability for support and participation in public and private life, 150.6 billion ALL are expected to be spent.

Around ALL 21.8 billion are expected to be spent on the social protection program with a focus on children and with gender sensitivity.

The resources determined for the Ministry of Health and Social Protection for the budget program "Social care" and "Planning, management and administration" cover about 96.2% of the estimated cost for this strategy. The financial cost covered by the approved budget of the Ministry of Health and Social Protection, for each relevant budget year, is included within the forecasts of budget expenditure ceilings for the medium term and beyond.

The cost of the action plan specifies for each objective and sub-objective the link with the budget program according to the main areas covered by the strategy. Financial resources from development partners cover 1.1% of the cost of the strategy, and the financial gap is 2.7%./ Monitor Magazine
