Filda Heta tells us that the family gave the two-story villa on Bogdanë Street to the investor Shpëtim Bimo. According to the agreement, this facility would be completed in 2006 and the land owners would be given the corresponding parts. But this did not happen and the investor was not hurt.

Complainant: The property belongs to my father, a tailor, and he owned this whole area here. The part of the "Avni Rustemi" school, the street and this part here where we had built a two-story house. My mother, father and brothers lived in the two-story villa. We decided to do a construction and we contracted with an investor to develop the property. The construction firm, Koli Sh.PK, while the investor we made the agreement signed by him to the notary Majlinda Lleshi is called Shpëtim Bimo.

Journalist: What was foreseen in this agreement? How many units will you benefit as the heirs of the land and the two-story villa that you gave for the construction of this palace?

Complainant: The apartments that each co-owner will receive were specified. In my case, I was met with two apartments that are currently in this situation and on the sixth floor that is in this situation that you will see. 2006 that he would deliver until now.

Journalist: It's 16 years... How long have you been renting, with your money, owning a house, having a two-story villa, being in your comfort let's say?

Complainant: I stayed in a building somewhere further until 2013. From 2013 I came to stay here with my mother, with my brother. I paid the money myself, I have it with documentation. I stay with my mother, with my brother. That is, I am in uninhabitable conditions.

"Stop" secured the deed-agreement drawn up by the notary Majlinda Lleshi, we also found the forgery of the Heta property map and the forgery of Mrs. Heta's own signature.

"We made a deed-agreement and in 2004 a construction permit was obtained from the Municipality of Tirana. Meanwhile, another part of this permit was given that we did not give in the deed-agreement, and the builder introduced it in his own way, how he acted", said the whistleblower.

As a result of this falsification, the facility did not adhere to the permit and built more than was anticipated. Through this stunt, the building with a construction permit of 2003 went out of the permit, it didn't even manage to finish, but it was made in pieces over the years.

For this case, 10 complaints were made, but no action was taken.

The investor Shpëtim Bino himself, in a confrontation with Mrs. Heta, says that the case can only be resolved by court.

Filda Heta: For those entries of mine, how are we going to do it? To put them to use, because I am without water, without lights, without anything...

Investor Shpëtim Bimo: Ouuu...you have the same story since then? We will only go to court together. I don't get along with you.

Filda Heta: But why, I have also sent you letters by mail, by means of messages... How will we do it?
