Arjan Seferi says that together with his mother and sister they had an apartment on "Myslym Keta" street in Tirana.

They asked me if I have another apartment, I went to the Land Registry and found out that I don't have any other property. The reason is here that in the family certificate we were single, separate certificate. This was the answer that the mother lived alone. This was the answer that the deceased was alone, there was no one and this is my disqualification ", said the informant.

Lawyer Klaudi Zhuli sees the action taken by the Legal Department of the Municipality as a mistake, since the deceased lady won the apartment by decision of the municipal council and cannot be disqualified for having passed away. The deceased has heirs, who were also co-owners in the collapsed apartment.

"The actions taken by the Municipality of Tirana, by the Legal Department are actions taken in misinterpretation of the law, the normative act and all the acts derived from this normative act, since the heirs of the deceased cannot be excluded from the benefit of the apartment.
