Almost the entire area left without construction in the city of Saranda will be transformed into a giant resort, which will spread over an area of ??about 680,000 square meters. It is about the area below the Castle of Lëkurës, on which thousands of villas and apartments will be built, as well as a 5-star hotel, which will have about 140 rooms in total.

The builder of the resort is the company TDT & Partners, the company owned by two brothers Dajlan Avdia and Glendi Abdi. Dajlan Avdia is otherwise known as the former owner of the APEX company and the builder of the towers next to the Tirana clock.

This is one of the largest resorts being built in the South of the country, in terms of the area of ??the land on which it lies, comparable to the Alabbari project in Durrës. But due to the lower intensity, the resort of Lëkurës will have less construction area.

The resort

In July of this year, the National Council of Territory and Water approved the development permit for the Lëkurës project. According to the permit, the resort will be built in two phases. According to the documents made public by the Territory Development Agency, the project envisages the construction of different typologies of villas with an area of ??150 to 500 square meters. The resort was designed by the Spanish studio Bofill, while the Albanian studio Dalmat Architechture was part of it.

The latter has recently become one of the firms whose name is often found in major project permits signed by the government. The studio is owned by Linda Loka, a young architect who is said to have the right friendships.

In November 2021, Vangjel Tavo's family founded a company called Theap Konstruksion. The object of the company was the construction and real estate sector, while its basic capital was only 100 thousand ALL.

But a few months later, in March 2022, the company's value increased. The Tavo family contributed in kind by making a land area of ??33.5 thousand square meters part of the business assets. Registered with property number 26/533, the property is located in the village of Lëkurës in Saranda, below the famous castle of Lëkurës, exactly where the resort will be built.

In January of this year, Vangjel Tavo donated 100 percent of the company's shares to his brother Grigor Tavo. While in May, just 2 months before the Himara elections, when Mr. Tavo had meanwhile received the blessing from Edi Rama to run in Himara, Mr. Tavo's family members sold the Theap Construction company for 3.6 million euros. The buyer was TDT & Partners of Avdia.

The origin of the property sold by Tavo is fraught with clashes and conflicts between several families and the state. The State Cadastre Agency has opposed its giving to private individuals, because it claimed that the land belonged to the state. But thanks to the court, Vangjel Tavo managed to get hold of the property, which he then sold to Avda for 3.7 million euros.
