The pension scheme/Meta: The two factors that threaten it

The head of the Freedom Party, Ilir Meta, commented on the social security agreement with Italy, which was signed a day ago in Rome.

Meta expressed concern about the pension scheme, which according to him is threatened by two factors, the aging of the population and the high informality in the contribution of the social insurance scheme.

"Two factors threaten the pension scheme today and in the coming years:

- The aging of the population, as a result of the decrease in the number of births and the depopulation of the country.

- High informality in the contribution of the social insurance scheme.

For the first factor, the IMF itself in its most recent report of this January raises the alarm that the number of the population over 65 compared to the number of the active population from 25 to 65 will increase from 23% today to 83% in the year 2070.

As for the second factor, the percentage of informality in the pension contribution scheme is currently very high.

Only 39% of the population of active working age from 15 to 65 are contributors to the pension scheme.

And this is the result of a high informality in the labor market, where a very significant part of active employees are informal and do not contribute to the pension scheme due to the high fiscal burden and tax differentials for Government clients.

This has led to the deterioration of the indicator of the number of contributors against the number of beneficiaries, so much so that currently the number of beneficiaries is equal to the number of contributors", said Meta during his speech at the Presidency meeting./ CNA
