The lack of human resources is turning into a major risk for public

The lack of skilled experts and specialists is becoming a major risk for some basic functions of the Public Administration.

The Ministry of Finance, in a review of the Public Finance Management Strategy, assessed that the lack of human resources had become an obstacle to achieving the key points of fiscal policy, from the drafting of plans and projects to the realization of indicators.

"As far as fiscal rules are concerned, the main challenge is related to the training of the sector's staff for analysis and statistics.

To overcome this problem, they are planning to attend the training organized by ASPA for their area. In relation to the development of policies and strategic governance, the main materialized risk was the lack of staff.

In order to mitigate this risk, recruitment procedures have been opened during 2022. The new recruitment procedures will continue in 2023" reported the Ministry of Finance in the Monitoring document.

Lack of staff and experts is a major concern in almost all functions.

In relation to the planning and supervision of public investments, internal risks and operational processes have been identified; financial processes and fund disbursements; IT systems; Human resources (staffing, responsibilities, cooperation), ethics and institutional behavior (fraud of conflict of interest); legal harmonization, regulations; communication methods and channels, quality and timely information as well as external risk factors related to the consequences of COVID-19.

Regarding the fiscal cadastre of properties, during the year 2022, the General Directorate of Property Tax has faced the most IT system risk. The IT system of the Fiscal Cadastre was suspended due to the cyber attack. Access was limited and municipalities could not use the system.

Regarding the expansion of the use of the treasury's "online" system during 2022, internal risks materialized such as: financial processes and fund disbursements, human resources, ethics and institutional behavior, as well as the IT system, the Ministry of Finance reported.

In relation to multi-year commitment controls and obligations, internal risks such as Strategy, policy planning and Human Resources (staff, responsibilities and cooperation) materialized.

Finance also notes that in terms of Accounting and Asset Management Improvement, internal and external risks materialized, such as Human Resources (staff, responsibilities, collaboration), Internal Organization (management, roles and responsibilities) , legal harmonization, etc.
