The US State Department has fully disclosed the administrative investigation into former FBI official Charles McGonigal.

In the document released by DASH, it is stated that McGonigal, as a former FBI agent, was aware that his actions were wrong.

The document further states that McGonigal intended to protect his business partner, referred to as Person B.

DASH says the former FBI agent was aware of the $50,000 per month payments that his partner Person B was receiving from the China company CEFC.

“ McGonigal knew that his actions were wrong and likely to negatively impact the investigation. As the SAC for Counterintelligence at the FBI in New York since October 2016 and an FBI agent since 1996, McGonigal was keenly aware of his obligations to keep investigations and planned arrests confidential, to share information relevant to the investigation with his case team, and that his failure to do so could have a negative effect on the case.

Although McGonigal attempted to downplay his motivations as merely “snitch,” the evidence showed that McGonigal’s actions were motivated by his desire to protect Person B, a potentially lucrative business relationship for him after his retirement from the FBI.18 In fact, Person B became a valuable partner to McGonigal, hosting McGonigal overseas and participating with McGonigal in meetings with other foreign nationals.

Some of their joint activities in connection with Albania are part of the indictment that DC USAO received in January 2023. The evidence showed that McGonigal knew that Person B was being paid $50,000 per month by CEFC China. An investigation into the Chairman would have had a serious financial impact on Person B and, therefore, on McGonigal’s future business plans. Furthermore, sharing the information with his case team would have exposed McGonigal’s ongoing relationship with Person B and would have opened McGonigal up to questions from his team and FBI leadership regarding his activities ,” the document states./ CNA
