Denar Biba withdraws/6 candidates for Holta Zaçaj's seat

Denar Biba has withdrawn from the race. During today's meeting, KED announced his withdrawal from the race.

The remaining 6 candidates in the race are Alban Toro, Alma Faskaj, Asim Vokshi, Florian Ballhysa, Genta Tafa Bungo, and Naureda Llagami.

"The Judicial Appointments Council (JAC), with the participation of its members and substitute members, as well as invited representatives pursuant to point 2 of Article 233 of Law No. 115/2016, held its next meeting on Thursday, 04.09.2025, according to the agenda made public in the announcement dated 30.08.2025.

During this meeting, the KED reviewed the acts and procedure followed for the verification of the candidacy and decided:

Completion of the verification procedure of Mr. Denar Biba for the vacant position of judge in the Constitutional Court, announced by the Supreme Court of Albania on 11.12.2024, due to his withdrawal from the candidacy.

The KED also announces that it has completed the verification phase of candidates for the vacant position of Ms. Holta Zaçaj, for which the High Court is the appointing authority. During this phase, the Council verified the compliance of the candidates with the legal and constitutional criteria, assessing the documentation, assets, integrity of the figure and professional experience.

After the verification is completed, the process moves to the phase that includes the evaluation, scoring and ranking of candidates according to the criteria set out in the law and the KED regulations. This evaluation aims to ensure a fair, transparent and objective process, guaranteeing that the most qualified and integrity-minded candidates represent the highest professional and ethical standards in the Constitutional Court.

KED ensures that it will continue the correct implementation of all selection phases, fully respecting legal procedures and maintaining objectivity in the selection of candidates.
