The Director of the School of Magistrates, Arben Rakipi, explained the procedure for drafting the Draft Criminal Code at a roundtable with media representatives. Among other things, Rakipi invited interest groups to provide their contribution to the conclusion of this law.

Rakipi, indirectly responding to the criticism, expressed that there is room for improvement.

"The document in question is the best document that has been presented to the public. The first element is the decriminalization of the acts, the second is the punishment and its measure.

Important are subjects that have no use in the Albanian reality and there are no experts, so the relevant technicians are needed, as well as editing. The project must be improved in these elements. I express the will that everyone contribute.

Decriminalizing crimes is not just a political stance, a political stance is a vote in parliament, and to that end, elements such as the frequency of the crime, the circumstances of its occurrence, and the level of criminality should not be overlooked. In our unanimous majority, these crimes should be penalized, but surveys should be conducted, such as whether it is worth decriminalizing bigamy or drinking alcohol in public?

We want to decriminalize euthanasia or prostitution, which have not been talked about at all.

The debate should be held on whether the acts should be decriminalized or not.

I want to say the same thing about the punishment.

"The first source we are based on is the current Code, judicial practice, similar offenses penalized by different legislations, directives that determine floor and ceiling sentences according to countries, another source is the experience of the members of the working group, each of whom has experience," said Rakipi./ CNA
