Nepotistic connections in the Municipality of Tirana. Family members of Kujtim Qafalia, the brother of MP Xhemal Qafalia, are beneficiaries of the tenders awarded by Tirana Municipality. 

The show "Plug" has given details about tenderer benefit schemes. 

Everything starts with Arisona Vasili's company "ISEC LLC", which was donated to her in July 2015.

According to the data, this company has benefited from at least 12 public tenders, worth about 660 thousand euros. Vasili held the position of Senior Specialist in Social Services in the Municipality of Tirana.

But where does the connection stand?

Not only the company 'ISEC shpk', owned by the subordinate of Erion Veliaj, but a client of the municipality of Tirana, is also the company of Arsona Vasili's brother, Aleksandri Vasili.

The latter is the son-in-law of Kujtim Qefalia, the former Administrator of the Dajt Administrative Unit, at the same time the brother of the Socialist MP, Xhemal Qefalia.

We emphasize here that the brothers Kujtim and Xhemal Qefalia are also among Erion Veliaj's close collaborators after 2015 in the Municipality of Tirana.

Aleksandër Vasili, is the sole partner of the company 'Al Point' shpk, founded on August 3, 2010. From 2010 to 2016, this company has continuously had losses. In more than 10 cases, she has been placed under sequestration, sometimes by the Tax Administration and sometimes by private bailiffs.

However, in the same period, when Kujtim Qefalia, his father-in-law, was the mayor of Dajti municipality, Aleksandri Vasili's company received a construction permit.

Tenders won by Aleksandri Vasili: 

October 10, 2011, for the construction of a five-story residential building near the 9-year-old school in Qesarake.

November 14, 2011, a seven-story building near Freskut restaurant.

On May 25, 2012 , this company received another construction permit for a five-story residential building in Shkoza.

Between the years 2020-2021, the Al-Point company receives two building permits for buildings, as well as the tender from the reconstruction program for the construction of a building in the 5 May neighborhood.

On December 7, 2020, Al-Point registers with the CKB the secondary address for the construction of a facility and service with 2.6 and 7 floors with 2 and 3 floors of underground parking on Dibra street.

On March 11, 2021, this company registers the secondary address for the construction Residential and service building 1.6 and 7 floors with two floors of underground parking. 

On March 24, 2021 , this company also registers the address of the construction of the 'residential building' 5 and 1 underground floor, in the neighborhood of 5 Maiji. This is the building of the tender of 4.8 million euros from the reconstruction program given by the Municipality of Tirana with the firm of Erion Veliaj.

On November 26, 2020, Al-Point, together with another company, won the tender with the object 'Design of the project and implementation of works for the construction of building 19 in the development area '5 Mayi'.

Jobs in the Municipality of Tirana: 

The Qefalia family had and has many members who serve in the public administration:

- Xhemal Qefalia , deputy,

- Xhemal's wife, head of the Ministry of the Interior.

-Kujtim Qefalia,  former administrator of the Dajti Area.

- Rigers Kujtim Qefalia, inspector at AKU.

- Migena Vasili, sister-in-law of Vajza e Kujtimit, Chief in Tirana municipality.

-Aqif Qefalia , Xhemal's brother, employed by DSO.

- Albana Qefalia , daughter-in-law of Aqif's son, works in the prefecture of Tirana.

-Aurel Qeflia, Aqif's son, works at Pogradec customs./ CNA
