More or less, this is happening with the Supreme State Control, which for many years the socialists had allowed to function freely.

The head of this institution, Arben Shehu, has felt the pressure these days, when he was called several times in a row to the Economy Commission, under the pretext of the annual report to the parliament.

On Tuesday, he was called for a measure of removal from office, which was requested for the director of the budget in the Ministry of Finance, Mimoza Dhëmbi. The demand for an account for the head of KLSH was unprecedented.

Never before, the head of this institution was put in front of such a request, to explain the specific case of a state employee.

When the opposition came out against the pressures being put on the Supreme State Control, Eduart Shalsi called it normal for the parliament as the supreme body to exercise such controls.

"You say that what you do with other institutions, do not do with the assembly. With whom? With the supreme body!" said Shalsi.

In fact, this was the fourth time that Arben Shehu of KLSH appeared before Shalsi for reporting. A few days ago, he had a clash with the socialists when he released a bombshell news about the ice creams with carcinogenic substances, which had been put on the Albanian market and which, according to him, could have influenced the increase in cancer cases at the Oncologist.

Shehu's statements provoked the irritation of the socialists who immediately corrected him. But the case served to point out exactly what this institution has remained outside the leadership of the government.

In the request that was made to him today to account for Mimoza Dëmbi, the head of KLSH refused to answer. Arben Shehu said that his interrogation set the precedent for the parliament to summon him for more than 1,500 other employees who were found in violation.

"The situation has nothing to do with the obligation of this moment. We have given a number of measures and it would be a legally baseless precedent to call all the employees of the administration who have claims for a legally baseless confrontation in the economy commission," said Shehu.

This is not the first time that the majority has problems with the Supreme State Control.

Earlier, the inspectors of the High State Control have shed light on some of the biggest corruption cases, such as the case of the incinerators. It was the 64-page report prepared for the Tirana incinerator that first pointed out that Erion Veliaj had exceeded his powers by giving approval for the construction of the Tirana incinerator without obtaining the necessary approval from the Municipal Council.

In this report, the fact that the Municipality of Tirana continued to pay the company "Integrated Energy BV SHPK" since 2018, for a service that it did not offer, was considered a flagrant violation. In the KLSH report it was stated: "Since 2018 until now, the Municipality of Tirana and MIE are paying a fee of 29 euros/ton of urban waste for the incineration of waste, for a service that is not yet completed since the construction of the incinerator has not yet been completed" .

Also, the audit group pointed out that it was not made available and had not seen any document to prove that the 29 euro/ton fee was not negotiated between the representatives of the municipality and those of the concessionaire, casting doubt that it was set according to the appetite of the private sector. . Even in its conclusions, the KLSH group strongly emphasizes that this high figure should be reviewed as long as "Integratet Energy BV LLC" has not started work and does not burn the garbage for which it is paid.

A few years later, the scanning of the High State Control with Tirana's incinerator turned out to be correct. Today, there is no incinerator, while it is not known where tens of millions of euros ended up.

Calling the economy committee 4 times in a row is not a random episode. Socialists will also set up a subcommittee, which will deal only with KLSH. The initiative has been submitted to the assembly.

It foresees the review of the HSC reports by SP deputies, the questioning of the HSC inspectors, and even the engagement of private experts to check the HSC.

Paradoxically, it will happen that the majority in power will control the High State Control, an institution that has the task of controlling the power of the majority.

The government's move is a confirmation of the complaints of the head of SPAK, Altin Dumani. Speaking about the efforts being made to investigate corruption cases, Dumani said that there have been fewer denunciations, audits and materials that serve as clues for the initiation of investigations./ Lapsi.al
