Blockade of the Librazhd-Pogradec axis/ Civil society demands urgent

The civil society of the Korça District has sent an open letter to central institutions, requesting immediate intervention and economic support measures following the blockade of the Librazhd-Përrenjas national axis, a key segment of the Korça-Tirana connection.

In the letter, citizens express concern about the direct consequences of the lockdown, including: restricting the movement of citizens, harming economic and tourist activity, increasing transportation costs, and risks to public safety from traffic diversions.

Civil society demands, among other things:

-Publication of a technical intervention plan with clear deadlines for stabilizing the landslide and restoring traffic.

-Improvement of alternative routes and temporary bypasses for traffic safety.

-Financial measures and economic incentives for citizens and businesses in the region.

-Guaranteeing uninterrupted supply of goods and fuel, following concerns about the diversion of truck routes from Kosovo.

-Weekly public reporting on the progress of the works.

- Drafting an alternative national strategic plan for connecting the southeast of the country, to reduce dependence on a single axis.

The letter emphasizes that the Korça Region is a strategic economic and production area, of particular importance for exports and cross-border trade, and that the blockade of the axis has a direct impact on the country's economy.

Civil society requests an official response within the legal deadlines and expresses its willingness to participate in any consultation roundtable or public hearing that will be organized.

Dear Sirs,

As citizens of the Korça District, we are officially addressing you to express our deep concern regarding the situation created by the landslide and blockage of the Librazhd-Prrenjas road axis, a key segment of the national Korça-Tirana connection.

SUBJECT: Request for urgent intervention and economic support measures for the Korça Region following the blockage of the Librazhd-Prrenjas national axis.

This situation has had direct and immediate consequences on the daily lives of citizens and on the normal functioning of the region. The blockage of the axis has significantly limited the free movement of citizens, has damaged the economic and tourist activity of the Korça Region, and has significantly increased the costs of transport and goods. At the same time, the diversion of traffic towards alternative axes has increased the risks to public safety, due to the suboptimal condition of these roads and the increased flow of vehicles.

The partial isolation of Korça Region is significantly affecting the household economy and the sustainability of businesses, while the lack of a public plan with clear deadlines is increasing uncertainty and ambiguity. Given that we are dealing with a national infrastructure under the responsibility of central institutions, we consider an immediate, coordinated and transparent intervention necessary.

OUR SPECIFIC REQUIREMENTS

Immediate improvement of the condition of alternative routes and temporary bypasses, with emergency technical interventions to guarantee safety and facilitate traffic. Financial support and economic relief measures to compensate for the additional costs that are burdening the citizens and businesses of the region, including the tourism and transport sectors.

Clear and transparent guarantees for the uninterrupted supply of goods and fuel to the region, following statements that oil trucks will not be allowed to circulate from Macedonia, but will be diverted from Kosovo. This change in route raises serious concerns regarding the security of hydrocarbon supply, additional transportation costs and the direct impact it may have on price increases for citizens and businesses in the Korça Region.

Korçë region represents an area of ??particular economic, productive, touristic and strategic importance for the country. It is an important cross-border node, having on its territory four customs points that connect Albania with neighboring countries and that play a key role in the circulation of goods, exports and imports. Consequently, the blockage of the main national axis is not simply a regional problem, but an issue with a direct impact on the national supply chain, cross-border trade and the country's economy as a whole.

We expect an official response within the legal deadlines and express our willingness to participate in any consultation roundtable or public hearing that will be organized on this issue.
