The arrest of "strongmen" and police/SPAK officials shed light on the

On 16.01.2023, the Special Prosecutor's Office registered the criminal proceedings No. 9 of 2023, for the criminal offenses "Premeditated murder", "Passive corruption of judges, prosecutors and other officials of the judicial bodies", "Active corruption of judge, prosecutor and other justice functionaries", "Illegal deprivation of liberty", "Abuse of duty", "False expertise", "Forgery of documents", "Trafficking of narcotics", "Illegal possession and production of weapons, explosive weapons and ammunition", in cooperation in the form of "Structured criminal group", "Commitment of criminal offenses by criminal organization and structured criminal group", "Cleaning of products of criminal offense or criminal activity", these offenses provided by articles 78, 319/ç, 319, 110, 248, 309, 278, 283/a, 333/a,334 and 287 of the Criminal Code.

In the framework of this proceeding, the Special Structure Against Corruption and Organized Crime, in intensive cooperation with Eurojust, Europol and the Belgian, Dutch and French law enforcement agencies, has conducted investigations regarding several Albanian citizens involved in criminal activity in Albania and in some European countries. It has also been investigated in connection with some previous criminal events that took place in Albania in the years 2019-2022.

During the intensive investigations carried out by BKH investigators, under the guidance of special prosecutors, it became possible to document the criminal activity of suspected persons, as well as to identify some of the perpetrators of the criminal events that occurred as follows:

• Identification of the suspected perpetrators of the murder of citizen Gj. B., happened in Shkodër in August 2020.

• Identification of the suspected perpetrators of the attempted murder of a TP citizen, which took place in Shkodër in February 2021.

• Identification of the suspected perpetrators in connection with the provision of conditions for the murder of the KM citizen, which occurred in Tirana during 2020.

• Identification of the suspected perpetrators in connection with the provision of conditions for the murder of DD, IL and GT citizens, which occurred during 2020.

During the investigations carried out by SPAK, it has been possible to document that persons with a criminal record, convicted of serious criminal offences, have also committed other criminal events for which investigations are ongoing.

Janë dokumentuar gjithashtu vepra penale të kryera nga zyrtarë publik, punonjës të policisë së shtetit të nivelit drejtues, punonjës të policisë të shtetit të nivelit të lartë drejtues, si dhe prokuror, të cilët cënonin funksionimin e rregullt të shtetit ligjor dhe sundimin e ligjit.

Bazuar në kërkesën e Prokurorisë së Posaçme, Gjykata e Posaçme e Shkallës Parë për Korrupsionion dhe Krimin e Organizuar, me vendimin nr.94, datë 23.07.2023 ka miratuar masat e sigurisë personale “arrest në burg”, për 15 shtetas të dyshuar si autorë të kryerjes së veprave penale. Konkretisht për shtetasit B.B., E.M., P.Gj., D.B., E.P., K.H., P.K., A.B., A.N., B.M., E.H., A.B., A.H., O.B. dhe Xh.L.

Gjithashtu me vendimin nr.314, date 24.07.2023 ka miratuar kërkesën për lejimin e kontrollit të 14 ambjenteve të ndryshme.

Më datë 27.07.2023 Drejtoria e Përgjithshme e Policisë së Shtetit dhe Byroja Kombëtare e Hetimit, nën drejtimin e Prokurorisë së Posaçme kanë ekzekutuar urdhërat për ekzekutimin e vendimit penal nr.94, date 23.07.2023, për 6 shtetas, konkretisht shtetasit P.Gj., E.P., A.B., A.H., O.B. dhe Xh.L. Gjithashtu janë arrestuar në flagrance 2 shtetas të tjerë, S.T. dhe N.F., si të dyshuar për veprën penale të parashikuar nga neni 278 i Kodit Penal.

Gjatë ekzekutimit të vendimeve të gjykatës është ushtruar kontroll në 26 banesa dhe ambjente ku janë gjetur dhe sekuestruar në cilësinë e provës materiale shuma monetare, automjete të ndryshme, telefona, armë zjarri të ndryshme, maska, pajisje elektronike, pajisje elektronike monitorimi (servere dhe kamera) me të cilat monitoreshin ambjente të jashtme në zona të ndryshme të qytetit të Shkodrës:
