The OSCE Ambassador in Tirana, Michel Tarran, held a meeting today with the Minister of Justice, Besfort Lamallari.

As reported in a statement, Tarran congratulated the Minister on his appointment and reaffirmed the strong partnership in advancing reforms in the fields of justice and security. Justice reform was at the center of the conversation.

Ambassador Tarran stressed the importance of continuing the comprehensive reform initiated in 2016, highlighting the OSCE Presence’s active support in these efforts. Key areas include: the Cross-Sectoral Justice Strategy 2024-2030, the protection of victims of crime, capacity building of SPAK and the Special Courts against Corruption and Organized Crime, as well as support for the Constitutional Court, the High Council of Justice, the High Inspector of Justice, Free Legal Aid and the State Bailiff Service.

Detention in prison was another key topic of discussion. Ambassador Tarran highlighted the issue of excessive use of detention in prison in Albania and reaffirmed the Presence’s commitment to addressing this issue comprehensively. He recalled the Presence’s long-standing engagement in prison reform, including its role in establishing and supporting the Probation Service, developing legislation and policies, and enhancing the capacity of prison staff.

The Minister expressed his gratitude for the OSCE Presence’s continued support to Albanian institutions, highlighting his personal experience as a former Deputy Minister of Interior. Minister Lamallari also reaffirmed his commitment to further cooperation, including participation in roundtables, discussions and other activities organized by the Presence.
