For almost 2 months, the online payment system has been restored to be equipped with the Electronic Signature or Electronic Certificate for fiscalization.

Online payment has been closed for over 1 year since the cyber attack. Payments were only made manually by businesses. 

While in dozens of cases applied for the Fiscalization Certificate according to accountants, the application comes within a few minutes, the same cannot be said for the Electronic Signature. To be equipped with an Electronic Signature, even though the payment is made online, the application is still pending, just as if it were done manually, even after the legal deadlines have passed.

As is the case of a business that has applied since July 7 for Electronic Signature and has not yet received an answer.

Both businesses and accountants raise concerns that this delay is causing problems, as it coincides with the period of filing financial statements in the CCA. These delays can lead businesses to penalties for not filing Financial Statements on time.

The National Agency of the Information Society (AKSHI) for the concern raised by the businesses affirmed that there are no delays beyond the legal deadlines, as for the applications for the Electronic Signature device and the Electronic Certificate.

AKSHI clarified that the Electronic Certificate is enabled automatically after making the payment, as this type of application does not require verification beyond the payment. As for applications for electronic signature of business administrators, in addition to verifications for the payment made, they also require verification of the information provided by the citizen, which connects the latter with the subject for which they apply as administrators.

"First of all, we want to emphasize that none of the applications for equipment with an electronic signature or electronic certificate, within the fiscalization process, are outside the 10 working days service receipt time limit. A voluminous amount of work is being done by our staff in order to meet these deadlines even though this period has an increased flow of applications for these services.

The automatic process of receiving the service, after making the online payment, is only for the device with an electronic certificate within the fiscalization process. This type of application only requires verification of the correct payment through the payment mandate. At the moment when the payment is made online, this verification does not need to be performed and thus we can automatically generate the electronic certificate for the subject.

On the other hand, applications for electronic signature of business administrators, in addition to verifications for the payment made, also require verification of the information provided by the citizen, which connects the latter with the entity for which they apply as administrators.

This is because ANA, as a Qualified Trusted Service Provider (TSP), must guarantee the authenticity of the attributes placed in the electronic signature of the signature holder. This is a time-consuming process and is carried out by the employees of the public key sector at the ANA. For the above, electronic signatures cannot be automatically generated by the system.

On the other hand, applications for electronic signature of business administrators, apart from verifications for the payment made, also require verification of the information provided by the citizen, which connects the latter with the subject for which they apply as administrators", the clarification emphasizes.

AKSHI also requested that businesses be careful with delegating the procedure for electronic signature applications to accounting offices and not to neglect prior notices about the expiration date.

"A disturbing phenomenon that is often noticed by us is the fact that many businesses delegate the performance of this procedure to accounting offices or third parties. This means that the periodic personalized notifications sent to each user by us, to show caution about the expiration date of the electronic signature, are ignored.

Negligence towards notices of the end of validity also means that most of the applications for the renewal of the electronic signature are left for the last moment, as the specific case expressed in your e-mail.

Finally, we want to reiterate that no application is beyond the deadline for receiving the requested service and that we judge that there is no situation here that is expected to be recovered by AKSHI".
