UEFA has decided that in the final matches of the "Germany 2024" European Championship, only the captains of the teams participating in "EURO 2024" will have the right to speak and discuss a decision with the match referee.

The director of refereeing in UEFA, Roberto Rosetti, through an open letter explained this decision before the finals of "Euro 2024", which was published on UEFA.com.

"Being a referee in modern football is very difficult. The referee makes between 200 and 250 decisions per match, that's one every 22 seconds, in difficult and sometimes controversial situations, under great pressure, where each one is scrutinized and reviewed from many different angles by fans and experts.

We want referees with strong personalities to make decisions, which may sometimes be unpopular on the field, but, at the same time, we want them to be more open and explain what led to certain decisions.

Referees get a lot of information from the VAR system and we are willing to talk and share more details with players and coaches to help them understand how a decision was made.

Explaining a decision to 22 players is impossible for a referee. This can lead to communication breakdowns, with the beautiful game turning very ugly very quickly.

The topic of player and coach behavior is a very important topic in football. In the workshop with the UEFA Euro 2024 finalists in April, the coaches agreed to work more towards "Fair Play", while this issue was also one of the main topics at the last meeting of the UEFA Football Board in Nyon. . Together, the coaches and players welcomed and strongly supported our new approach as a common goal for the smooth running of the game.

Explaining a decision to all 22 players in a match is impossible for a referee and it can lead to a breakdown in communication and we all agree that it affects the image of the beautiful game of football.

Of course, some decisions will always be debated. However, to improve this aspect, we at UEFA want referees to explain their decisions more to all teams participating in UEFA EURO 2024.

How will we do this? The idea is simple: We require all teams to ensure that their captain is the only player who speaks to the referee. We ask captains to ensure that their teammates do not encroach on and surround the referee, allowing direct conversations to take place so that the decision is broadcast in a timely and respectful manner.

Importantly, we want only the captain from the team who wants to discuss a decision to be able to approach the referee.

It is the captain's responsibility to ensure that his teammates respect the referee, keep their distance and do not surround him. Any teammate who ignores the role of their captain and approaches the referee showing any sign of disrespect or dissent will be penalized with a yellow card. If the captain is a goalkeeper, a player from the team must be nominated to communicate with the referee.

Referees will be encouraged to be open in their discussions with captains to foster a healthy atmosphere between all parties. This will allow them to build trust with the players and show the leadership that is required. UEFA's team of referee specialists and, if possible, a tournament referee will meet with all 24 participating teams to discuss this matter in detail and share this information with the players.

Embracing this approach and empowering referees will lead to increased quality of officiating in our competitions and better matches for players and fans to enjoy during the tournament. If we can facilitate constructive dialogue between referees and team captains, everyone will benefit and leave a positive legacy for the future of the beautiful game. The game we all love."
