Index / Moderate stability, institutions under pressure, where Albania ranks on

In a world that is becoming increasingly unstable, Albania continues to remain off the map of states in crisis, but without yet reaching the zone of complete security.

The 2026 State Fragility Index published by The Fund for Peace ranks the country in the group of states with moderate stability, a position that reflects notable progress compared to two decades ago, but also clear institutional and economic constraints that hinder the transition towards long-term sustainability.

Albania benefits from the absence of armed conflicts, relatively stable social cohesion and a clear Euro-Atlantic orientation, but is penalized by indicators related to governance, institutional efficiency, perception of corruption and economic pressures on the most vulnerable segments of the population. These factors keep the country in a “care” zone, away from emergency, but also away from comfort.

In comparison to the region, Albania performs better than some Western Balkan countries that exhibit higher levels of institutional fragmentation and political tensions, while lagging behind European Union countries, which dominate the green area of ??the map, representing countries with strong state capacities and high resilience to crises. The difference between Albania and EU countries highlights the gap in the quality of institutions, the rule of law, and the ability to absorb economic or social shocks.

On the economic front, the index sees employment pressures, continued migration and regional disparities as risk factors, which directly impact long-term stability. While economic growth remains positive, it is not yet translating equally into improved well-being and citizen trust in the state, a key element in the Fragile States Index methodology.

Globally, the 2026 Index shows a more polarized world, with a growing number of countries moving towards the yellow and orange zones, due to conflicts, economic uncertainties and governance crises. In this panorama, Albania remains an island of relative stability, but with internal challenges that require systematic addressing if it aims to approach the standards of highly resilient countries.

For the Albanian economy and the prospect of European integration, the current position in the Fragile States Index is a double signal: on the one hand, it confirms that the country is no longer part of the map of chronic crises; on the other hand, it underlines that reforms in justice, public administration and the business climate remain crucial to move from fragile stability to sustainable sustainability./Monitor.al
