Prime Minister Edi Rama from the Ministry of Interior, where he introduced the elected Minister of Interior, Albana Koçiu, raised the concern that after 35 years, Albania still does not have an integral address system.

"The Minister of the Interior is not a police chief. The radical change in the profile of the Minister of the Interior is the starting point of the qualitative change that Koçiu must bring to this Ministry's approach to the progress of the internal affairs of the Republic of Albania. As a result of this ministry's focus for decades exclusively on the police, 35 years of demographic and physical transformations of Albania's settlements, starting with Tirana, which is much larger today than it was 35 years ago, we still do not have a functional, integral address system.

Even today, they find our house by asking or by signs on the street.
